A CONCURRENT RESOLUTION

Ratifying the designation of Valley Forge Military College as

2

the Official Military College of Pennsylvania, endorsing and

3

encouraging participation in the Valley Forge Military

4

College Legislative Appointment Initiative Program.

5

WHEREAS, The Valley Forge Military College Legislative

6

Appointment Initiative Program (Initiative Program) serves to

7

identify young men and women who possess or have demonstrated

8

the highest physical, intellectual, moral and leadership

9

potential and service-to-country-orientation and who have an

10

interest in attending the two-year, postsecondary educational

11

institution at Valley Forge Military College, the "Official

12

Military College of Pennsylvania" and to help facilitate their

13

receipt of financial assistance to attend the college; and

14

WHEREAS, The Initiative Program may be used to complement the

15

Reserve Officers' Training Corps (ROTC) and the Early

Commissioning Program (ECP), and students who are accepted into

2

the ECP at Valley Forge Military College are commissioned as

3

officers in the United States Army upon graduation and are also

4

awarded a scholarship and earnings; and

5

WHEREAS, Financial allowances and an $8,500 scholarship under

6

the Initiative Program can provide a student with a cost-free

7

postsecondary education; and

8

WHEREAS, This program is open to all men and women,

9

regardless of race, creed, ethnicity or nationality, who are

10

legal residents of this Commonwealth, who have successfully

11

completed and graduated from a secondary school and who are

12

believed to possess the intellectual, moral and leadership

13

potential and the skills or accomplishments to successfully

14

matriculate at the Official Military College of Pennsylvania or

15

who otherwise meet the academic, intellectual, moral and

16

physical eligibility standards of the college; and

17

WHEREAS, Each individual appointed who meets the minimum

18

standard guidelines set each year by Valley Forge Military

19

College is guaranteed acceptance into the Valley Forge Military

20

College and is eligible for an ECP scholarship and admission

21

into the ECP; and

22

WHEREAS, Each senator and each representative will be

23

authorized to appoint a legislative appointee to the freshman

24

class each year, and each legislative appointee will receive an

25

Initiative Program scholarship for each year of their two years

26

of attendance at Valley Forge Military College; and

27

WHEREAS, Valley Forge Military College will fund and provide

28

the Initiative Program scholarship to each legislative

29

appointee, and each legislative appointee is guaranteed

30

acceptance to Valley Forge Military College and to receipt of

the Initiative Program scholarship; and

WHEREAS, Accepted students will officially be placed into

3

nomination for an ROTC scholarship; and

4

WHEREAS, The legislative appointee is not required to enter

5

the ROTC or the ECP but, by doing so, can become a commissioned

6

officer in the United States Army upon graduation from Valley

7

Forge Military College and essentially have a 100% scholarship

8

to Valley Forge Military College; and

9

WHEREAS, Upon admission, each legislative appointee will be

10

required to take the oath of allegiance administered by Valley

11

Forge Military College to support and defend the Constitution of

12

the United States and of the Commonwealth; and

13

WHEREAS, Upon acceptance, a certificate will be issued by

14

Valley Forge Military College evidencing the legislative

15

appointment and the member of the General Assembly who made the

16

appointment; therefore be it

17

RESOLVED (the Senate concurring), That the General Assembly

18

endorse and support the Valley Forge Military College

19

Legislative Appointment Initiative Program and urge members of

20

the General Assembly to immediately implement the procedures

21

necessary to select candidates for appointment to the semester

22

beginning in Fall 2009; and be it further

23

RESOLVED, That the designation of Valley Forge Military

24

College, located in Wayne, be ratified and that the college be

25

again designated as the "Official Military College of

26

Pennsylvania"; and be it further

27

RESOLVED, That members of the General Assembly be encouraged

28

to appoint local selection committees to assist them in

29

identifying and selecting applicants for appointment and to help

30

ensure that the selection and appointment do not create any

conflicts of interest or otherwise violate 65 Pa.C.S. Ch. 11

(relating to ethics standards and financial disclosure).
