A RESOLUTION

Memorializing the President of the United States and the United

2

States Congress to initiate the Constitutional process for

3

admission of the territory of Puerto Rico as a state.

4

WHEREAS, The Constitution of the United States empowers

5

Congress, with the consent of the states, to admit new states to

6

the Union; and

7

WHEREAS, Article IV, Section 3 of the Constitution of the

8

United States specifically provides for the addition of states

9

to the Union; and

10

WHEREAS, Congress should support the right of the citizens of

11

Puerto Rico to self-determination; therefore be it

12

RESOLVED, That the Pennsylvania House of Representatives

13

memorialize the President of the United States and the United

14

States Congress to enact legislation to admit the territory of

15

Puerto Rico to the Union as a separate state; and be it further

16

RESOLVED, That copies of this resolution be transmitted to

17

the President and Vice President of the United States, to the

18

Speaker of the House of Representatives and to each member of

the Pennsylvania Congressional delegation.
