A RESOLUTION

Condemning the recent United States Department of Homeland

2

Security Intelligence Report entitled "Rightwing Extremism:

3

Current Economic and Political Climate Fueling Resurgence in

4

Radicalization Recruitment" and calling upon the President of

5

the United States to personally discredit the report before

6

the entire nation and immediately issue an apology to the

7

veterans of the United States of America.

8

WHEREAS, The United States Department of Homeland Security

9

(DHS) has issued an Intelligence Assessment entitled "Rightwing

10

Extremism: Current Economic and Political Climate Fueling

11

Resurgence in Radicalization and Recruitment"; and

12

WHEREAS, The United States DHS intelligence report was

13

released to law enforcement agencies nationwide with a stated

14

purpose to "deter, prevent, preempt, or respond to terrorist

15

attacks against the United States"; and

16

WHEREAS, The United States DHS issued the report despite

17

concerns raised by the department's own civil liberties

18

officials and that the agency's spokeswoman stated that the

report was issued before officials resolved problems raised by

2

the agency's civil rights division; and

3

WHEREAS, Representative Bennie Thompson of Mississippi,

4

chairman of the United States House of Representatives Homeland

5

Security Committee, has demanded that officials of the agency

6

explain how and why the report was written and released

7

identifying veterans as potential terrorist threats; and

8

WHEREAS, The United States has been subjected to terrorist

9

attacks over the past several decades from both foreign and

10

domestic sources; and

11

WHEREAS, The United States DHS should be cognizant that

12

America has been attacked at home and abroad in major incidents

13

at least ten times beginning with the April 18, 1983, bombing of

14

the United States Embassy in Beirut which resulted in 17

15

Americans killed and including the attacks of September 11,

16

2001, resulting in the deaths of more than 3,000 citizens; and

17

WHEREAS, Acts of domestic terror have been perpetrated upon

18

the citizens of this country by extremist groups such as the

19

Armed Forces of National Liberation, the Weather Underground

20

Organization, the Symbionese Liberation Army, the Animal

21

Liberation Front and the Earth Liberation Front; and

22

WHEREAS, The United States DHS Intelligence Assessment lists

23

illegal immigration, gun rights, abortion, jobs or a prolonged

24

economic downturn as issues which might provide incentives for

25

our veterans to become part of radical extremist groups; and

26

WHEREAS, The American Legion has issued a letter to the

27

Secretary of the United States DHS stating "that the American

28

Legion is well aware and horrified at the pain inflicted during

29

the Oklahoma City bombing, but Timothy McVeigh was only one of

30

more than 42 million veterans who have worn this nation's

uniform during wartime and that to continue to use his name as

2

an example of the stereotypical 'disgruntled military veteran'

3

is unfair"; and

4

WHEREAS, To use a single veteran in an isolated domestic

5

attack is grossly disingenuous, unprofessional and insults the

6

intelligence of the American people; and

7

WHEREAS, A recent issuance of the United States DHS report

8

impugns the honor and integrity of those Americans who hold

9

genuine opposition to certain types of public policy and who

10

choose to express their dissent openly and freely; and

11

WHEREAS, The Washington Times stated that the White House had

12

distanced itself from the homeland security analysis and quoted

13

White House spokesman Nick Shapiro as saying, "The president

14

believes those who serve represent the best in this country and

15

he'll continue to ensure that our veterans receive the respect

16

and benefits they have earned"; therefore be it

17

RESOLVED, That the House of Representatives of the

18

Commonwealth of Pennsylvania stand with the American Legion and

19

all veterans in rejecting the analysis in the United States DHS

20

report that returning veterans are susceptible to joining

21

radical and extremist groups; and be it further

22

RESOLVED, That the House of Representatives of the

23

Commonwealth of Pennsylvania strongly condemn any effort to

24

attack the honor and integrity of Americans without any evidence

25

or specific plans of attack; and be it further

26

RESOLVED, That the House of Representatives of the

27

Commonwealth of Pennsylvania ask for the immediate resignation

28

of the United States Secretary of Homeland Security; and be it

29

further

30

RESOLVED, That the House of Representatives of the

Commonwealth of Pennsylvania request that the President of the

2

United States personally discredit the United States Department

3

of Homeland Security report on rightwing extremism before this

4

nation and issue an apology to all veterans of the United

5

States; and be it further

6

RESOLVED, That copies of this resolution be transmitted to

7

the President of the United States, the United States House of

8

Representatives Homeland Security Committee and the United

9

States Senate Homeland Security Committee.
