AN ACT

Amending the act of July 11, 1917 (P.L.775, No.291), entitled

2

"An act authorizing the borrowing of money by the State for

3

the purpose of repelling invasions, suppressing

4

insurrections, and defending the State in war; designating

5

the persons authorized to expend the money so borrowed;

6

prescribing the manner in which such money may be drawn from

7

the State Treasury; and making certain appropriations,"

8

further providing for the power to expend money.

The General Assembly of the Commonwealth of Pennsylvania

10

hereby enacts as follows:

Section 1.  Section 8 of the act of July 11, 1917 (P.L.775,

12

No.291), entitled "An act authorizing the borrowing of money by

13

the State for the purpose of repelling invasions, suppressing

14

insurrections, and defending the State in war; designating the

15

persons authorized to expend the money so borrowed; prescribing

16

the manner in which such money may be drawn from the State

17

Treasury; and making certain appropriations," is amended to

18

read:

Section 8.  The Governor[, Lieutenant Governor,] and State

20

Treasurer are hereby empowered to expend the money, received

from the loan hereby authorized, for the purpose of repelling

2

invasions, suppressing insurrections, and defending the State in

3

war, in such manner as they may jointly determine. Such money

4

shall be paid by the State Treasurer on warrant signed by the

5

Governor.

Vouchers in detail for such expenditures shall be filed with

7

the Auditor General.

Section 2.  Upon the ratification of the amendment to the

9

Constitution of Pennsylvania abolishing the office of Lieutenant

10

Governor, the Secretary of the Commonwealth shall cause the date

11

of ratification to be published in the Pennsylvania Bulletin.

Section 3.  This act shall take effect as follows:

13

(1)  The amendment of section 8 of the act shall take

14

effect upon publication in the Pennsylvania Bulletin of the

15

ratification date of the amendment to the Constitution of

16

Pennsylvania that abolishes the office of Lieutenant

17

Governor.

(2)  Section 2 of this act and this section shall take

19

effect immediately.
