AN ACT

  

1

Establishing a Home Safety Education Grant Program to educate

2

and protect citizens from the risk associated with carbon

3

monoxide poisoning.

4

Section 1.  Short title.

5

This act shall be known and may be cited as the Home Safety

6

Education Grant Program Act.

7

Section 2.  Purpose.

8

The purpose of this act is to educate and protect

9

Pennsylvania citizens by identifying the dangers of carbon

10

monoxide poisoning and the importance of properly using and

11

maintaining fossil fuel-burning devices inside and outside of

12

single and multifamily dwellings.

Section 3.  Definitions.

The following words and phrases when used in this act shall

have the meanings given to them in this section unless the

2

context clearly indicates otherwise:

"Fire department."  A volunteer fire or municipal fire

4

department located in this Commonwealth which provides fire

5

protection services.

6

"Fossil fuel."  Coal, kerosene, oil, wood, fuel gases and

7

other petroleum or hydrocarbon products which emit carbon

8

monoxide as a by-product of combustion.

9

"Fund."  The Home Safety Eduction Fund established under

10

section 5.

11

"Program."  The Home Safety Eduction Program established

12

under section 4.

Section 4.  Home Safety Eduction Grant Program.

(a)  Establishment.--The Home Safety Education Grant Program

15

is established within the Office of the State Fire Commissioner.

16

Grants provided under the program shall be used for home safety

17

education purposes that include, but are not limited to, the

18

following:

19

(1)  Conduct at least one public program annually to

20

educate the public on the dangers of carbon monoxide

21

poisoning and the proper use and maintenance of fossil fuel-

22

burning devices, including the proper use of fuel operated

23

generators in outside areas.

24

(2)  Identify and recommend actions to lessen or

25

eliminate all carbon monoxide poisoning hazards.

26

(3)  Explain the importance of proper use, placement and

27

maintenance of both smoke and carbon monoxide alarms in

28

single and multifamily dwellings.

(4)  Explain and recommend general residential fire and

30

carbon monoxide poisoning safety and emergency practices.

(b)  Guidelines and procedures.--The Office of the State Fire

2

Commissioner shall develop guidelines and procedures and program

3

materials and other information which shall be uniform and in

4

accordance with national and generally accepted standards to

5

implement the program.

Section 5.  Home Safety Education Fund.

7

(a)  Establishment.--There is established the Home Safety

8

Education Fund under the Office of the State Fire Commissioner.

9

(b)  Use.--The program shall be funded through moneys

10

appropriated by the General Assembly to the fund. Nothing in

11

this act shall prohibit the donation of funds, materials or

12

services by an individual, for-profit or nonprofit entity for

13

the purposes of this act. The Fire Commissioner may use a

14

portion of the fund for materials, personnel and Statewide

15

administrative costs, not to exceed $100,000 in any fiscal year.

Section 6.  Grants.

(a)  Authorization.--The Office of the State Fire

18

Commissioner is authorized to make grants from the fund to fire

19

departments for the purpose of educating citizens on identifying

20

the dangers of residential fires and carbon monoxide poisoning

21

and the importance of proper use and maintenance of fossil fuel-

22

burning devices.

23

(b)  Limits.--Individual grants administered by the Office of

24

the State Fire Commissioner to fire departments shall not exceed

25

$500. A fire department shall not receive more than one grant

26

annually.

27

Section 7.  Effective date.

28

This act shall take effect in 120 days.
