        INTRODUCED BY TOMLINSON, PILEGGI, BAKER, PIPPY, A. WILLIAMS,
           STACK, FONTANA, FERLO, BRUBAKER, EARLL, GREENLEAF,
           C. WILLIAMS, O'PAKE, ERICKSON, WAUGH, STOUT, MUSTO, KITCHEN,
           DINNIMAN, TARTAGLIONE, FUMO, RAFFERTY, LAVALLE, LOGAN AND
           COSTA, SEPTEMBER 22, 2008

        REFERRED TO EDUCATION, SEPTEMBER 22, 2008

                                  A RESOLUTION

     1  Designating the week of October 6 through 12, 2008, as "Learn
     2     and Serve Challenge Week" in Pennsylvania.

     3     WHEREAS, Pennsylvania's youth make important contributions to
     4  the State's welfare every day of the year, and this Commonwealth
     5  depends on youth as vital community assets; and
     6     WHEREAS, Service-learning, an effective teaching method that
     7  combines service to the community with curriculum-based
     8  learning, is a hands-on approach to mastering subject material
     9  while fostering civic responsibility; and
    10     WHEREAS, Research has shown that service-learning has an
    11  enduring positive impact on students' academic achievement,
    12  personal and social development and civic engagement,
    13  particularly among students from disadvantaged backgrounds; and
    14     WHEREAS, The historically high level of volunteering
    15  demonstrated by America's youth has been attributed in part to
    16  the growth of service-learning in our nation's schools; and


     1     WHEREAS, Young people will greatly benefit from expanded
     2  opportunities to engage in meaningful service-learning; and
     3     WHEREAS, Young people should be viewed as the hope, not only
     4  of the future, but also of today, and should be valued for the
     5  idealism, energy, creativity and commitment they bring to the
     6  challenges in their communities; and
     7     WHEREAS, Through service-learning, young people build
     8  character and learn valuable skills that are sought by
     9  employers, including time management, teamwork, needs-assessment
    10  and leadership; therefore be it
    11     RESOLVED, That the week of October 6 through 12, 2008, be
    12  devoted to the recognition of everyone who contributes to the
    13  civic and academic engagement of this Commonwealth's young
    14  people; and be it further
    15     RESOLVED, That the week of October 6 through 12, 2008, be
    16  designated as "Learn and Serve Challenge Week" in Pennsylvania.
