A RESOLUTION 1 Commemorating the 85th anniversary of the Pennsylvania Sheriffs' 2 Association and its public service to this Commonwealth. 3 WHEREAS, Citizens of this Commonwealth can trace the history 4 of the Office of Sheriff to England, predating the signing of 5 the Magna Carta in 1215; and 6 WHEREAS, The Office of Sheriff is referenced in the "Frame of 7 Government of Pennsylvania," written by William Penn, the 8 founder of Pennsylvania, in 1682; and 9 WHEREAS, The Office of Sheriff has been designated in every 10 Constitution of Pennsylvania since 1776 as a constitutional 11 office and the sheriffs as constitutional officers; and 12 WHEREAS, The sheriffs of this Commonwealth in the early 20th 13 century decided to unite and form an organization to help 14 exchange information and expertise and provide training and 15 education to sheriffs and deputy sheriffs; and 16 WHEREAS, In 1923, the General Assembly authorized the 17 Pennsylvania Sheriffs' Association to organize with the mission
1 to improve the Office of Sheriff so as to better serve and 2 protect the public; and 3 WHEREAS, As an elected constitutional officer, the sheriff 4 shall ensure the peace and assist in all other law enforcement 5 activities authorized by statute; and 6 WHEREAS, Sheriffs of this Commonwealth are entrusted, among 7 other duties, with the security and protection of the 8 courthouses in this State's 67 counties, the service of writs 9 and bench warrants and the transportation of prisoners; and 10 WHEREAS, The Pennsylvania Sheriffs' Association closely works 11 with sheriffs, other law enforcement agencies and State 12 lawmakers to improve public safety services in the communities 13 of this Commonwealth; and 14 WHEREAS, It is the goal of the Pennsylvania Sheriffs' 15 Association to provide continuous support to sheriffs who serve 16 the counties of this Commonwealth; and 17 WHEREAS, The Pennsylvania Sheriffs' Association is marking 18 its 85th anniversary of service to the sheriffs and citizens of 19 this Commonwealth; therefore be it 20 RESOLVED, That the Senate recognize the Pennsylvania 21 Sheriffs' Association as it continues to preserve the standards 22 pertaining to the safety of and service to the residents of this 23 Commonwealth; and be it further 24 RESOLVED, That the Senate congratulate the Pennsylvania 25 Sheriffs' Association on the occasion of its 85th anniversary.
