No. 353 Session of 2008


        INTRODUCED BY RHOADES, TOMLINSON, BAKER, ROBBINS, MADIGAN,
           GORDNER, REGOLA, VANCE, RAFFERTY, EARLL, ORIE, ERICKSON,
           FOLMER, WAUGH, BRUBAKER, WASHINGTON, COSTA, LOGAN, DINNIMAN,
           KASUNIC, LAVALLE, MELLOW AND O'PAKE, JUNE 27, 2008

        INTRODUCED AND ADOPTED, JUNE 27, 2008

                                  A RESOLUTION

     1  Congratulating the Pennsylvania State System of Higher Education
     2     on its 25th anniversary and for 25 years of significant work
     3     in this Commonwealth.

     4     WHEREAS, The Pennsylvania State System of Higher Education
     5  (PASSHE) is celebrating its 25th anniversary in 2008; and
     6     WHEREAS, PASSHE, with more than 110,000 students,
     7  historically has been the largest provider of higher education
     8  in this Commonwealth; and
     9     WHEREAS, PASSHE continues to deliver a four-year college
    10  degree for the lowest tuition and total cost in this
    11  Commonwealth; and
    12     WHEREAS, Over the years, PASSHE's 14 universities have become
    13  more than their rich history of teachers' colleges, now offering
    14  more than 120 high-quality degrees, including those in high-
    15  demand professions such as information technology, business and
    16  the health professions; and
    17     WHEREAS, The 14 PASSHE universities serve as economic drivers


     1  in their regions and this Commonwealth, with several ranking as
     2  the largest employers in their communities, contributing
     3  millions of dollars to local economies via jobs, salaries,
     4  student spending and economic development; and
     5     WHEREAS, PASSHE generates a return on investment of more than
     6  $10 for every $1 appropriated by the Commonwealth; and
     7     WHEREAS, Ninety percent of PASSHE's students are Pennsylvania
     8  residents; and
     9     WHEREAS, PASSHE has more than 650,000 living alumni, 405,000
    10  of whom live and work in this Commonwealth as leaders in
    11  business and industry, education and in their communities and
    12  governments, and they generate an aggregate annual income of
    13  more than $7 billion; and
    14     WHEREAS, PASSHE is recognized as one of the premier systems
    15  of public universities in the United States; therefore be it
    16     RESOLVED, That the Senate congratulate the Pennsylvania State
    17  System of Higher Education on the occasion of its 25th
    18  anniversary and for significant achievements during the past 25
    19  years and express its gratitude on behalf of the citizenry of
    20  Pennsylvania.
