SENATE RESOLUTION

No. 338 Session of 2008


        INTRODUCED BY A. WILLIAMS, KASUNIC, COSTA, WONDERLING,
           TARTAGLIONE, KITCHEN, WASHINGTON, MUSTO, FOLMER AND D. WHITE,
           JUNE 6, 2008

        REFERRED TO STATE GOVERNMENT, JUNE 6, 2008

                                  A RESOLUTION

     1  Urging the Commonwealth and all of its departments, agencies,
     2     boards and commissions to procure and utilize, where
     3     possible, Pennsylvania remanufactured automobile parts and
     4     equipment to perform their designated functions.

     5     WHEREAS, Remanufacturing is designed to improve and reuse
     6  worn-out, defective or discarded parts or products in a manner
     7  that saves money for consumers, protects the environment and
     8  conserves natural resources; and
     9     WHEREAS, Used parts and products are cleaned, inspected,
    10  refurbished and repaired or replaced during the remanufacturing
    11  process; and
    12     WHEREAS, The parts and products then are reassembled and
    13  performance-tested to meet industry standards and specifications
    14  for the particular part or product; and
    15     WHEREAS, Commonly remanufactured items include, but are not
    16  limited to, automobile parts, aircraft parts, computer hardware,
    17  photocopiers, office furniture and toner cartridges; and
    18     WHEREAS, Remanufacturing is a major industry in the national


     1  economy, accounting for more than $53 billion in annual sales in
     2  the United States; and
     3     WHEREAS, The remanufacturing industry provides 480,000 direct
     4  jobs at remanufacturing firms and companies in the United
     5  States; and
     6     WHEREAS, Remanufacturing of automobile parts and equipment
     7  accounts for $36 billion in annual sales; and
     8     WHEREAS, Remanufacturing of parts and products is a
     9  significant source of safeguarding the environment, recycling
    10  and conserving natural resources; and
    11     WHEREAS, Remanufacturing often saves more than 80% of the
    12  energy and materials necessary to create a new part or product;
    13  and
    14     WHEREAS, Remanufacturing reduces carbon dioxide emissions by
    15  28 million tons annually, equivalent to the amount of carbon
    16  dioxide released by ten 500 megawatt coal-fired electricity-
    17  generating plants annually; and
    18     WHEREAS, Remanufacturing automobile parts and equipment
    19  significantly reduces emissions, since castings do not need to
    20  be resmelt in the remanufacturing process; and
    21     WHEREAS, Remanufacturing parts and products saves the
    22  equivalent of 400 trillion BTUs per year; and
    23     WHEREAS, The 400 trillion BTUs saved by remanufacturing is
    24  equivalent to the electricity produced by eight nuclear power
    25  plants annually; and
    26     WHEREAS, The annual energy saved by remanufacturing parts and
    27  products equals 16 million barrels of crude oil or the lifetime
    28  fuel consumption of 75,000 automobile owners; and
    29     WHEREAS, The material conserved by remanufacturing equals 14
    30  million tons annually or enough material to fill a train 1,650

     1  miles long; and
     2     WHEREAS, Remanufacturing automobile parts and equipment
     3  significantly reduces solid waste by reusing materials rather
     4  than sending the materials to junkyards and ultimately to
     5  landfills; and
     6     WHEREAS, Remanufactured automobile parts and equipment
     7  typically save consumers 30% to 50% compared to the price of
     8  newly manufactured comparable parts and equipment; and
     9     WHEREAS, Automobile parts and equipment are among the most
    10  reusable consumer products with 75% to 80% of an automobile's
    11  parts and equipment being recyclable; and
    12     WHEREAS, Remanufactured automobile parts and equipment shall
    13  be labeled as such; and
    14     WHEREAS, Remanufactured parts and products typically meet the
    15  exacting quality assurance and environmental standards set forth
    16  by organizations specializing in those standards, such as the
    17  International Standards Organization; and
    18     WHEREAS, Remanufactured parts and products often are
    19  certified and guaranteed to last as long as newly manufactured
    20  parts and products; and
    21     WHEREAS, The affordability of remanufactured parts extends
    22  the life of automobiles, keeping them on the road rather than in
    23  various junkyards; therefore be it
    24     RESOLVED, That the Senate recognize the importance of the
    25  remanufacturing industry, including the financial and
    26  environmental benefits from using remanufactured automobile
    27  parts and equipment, and respectfully urge the Governor of
    28  Pennsylvania to issue an Executive Order directing the
    29  Commonwealth and all of its departments, agencies, boards and
    30  commissions to procure and utilize, where possible, Pennsylvania

     1  remanufactured automobile parts and equipment to perform their
     2  designated functions; and be it further
     3     RESOLVED, That copies of this resolution be transmitted to
     4  the Governor, to the President pro tempore of the Senate and to
     5  the Speaker of the House of Representatives.
