A RESOLUTION 1 Designating May 8, 2007, as "Early Care and Education Action 2 Day." 3 WHEREAS, Kindergarten teachers estimate that one out of every 4 three children enters the classroom without the basic tools for 5 learning; and 6 WHEREAS, Children who enter school unprepared to learn have a 7 difficult time succeeding academically; and 8 WHEREAS, Research into young children's development proves 9 that the benefits of high-quality early care and education 10 programs, such as prekindergarten, are dramatic and lasting; and 11 WHEREAS, Children who enter kindergarten from high-quality 12 early care and education programs have better reading, language 13 and social skills than their peers, earn better test scores in 14 later grades and are more likely to graduate from high school; 15 and 16 WHEREAS, Investing in high-quality early care and education
1 programs reduces long-term public sector expenditures on special 2 education, welfare and criminal justice; therefore be it 3 RESOLVED, That the Senate designate May 8, 2007, as "Early 4 Care and Education Action Day" in this Commonwealth. D19L82VDL/20070S0101R0919 - 2 -
