AN ACT
1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania
2 Consolidated Statutes, further providing for cruelty to
3 animals.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 5511(q) of Title 18 of the Pennsylvania
7 Consolidated Statutes is amended by adding definitions and the
8 section is amended by adding a subsection to read:
9 § 5511. Cruelty to animals.

11 (c.1) Use of live animals or fowl for targets at trap shoot
12 or block shoot prohibited.--
13 (1) A person commits a summary offense if that person
14 willfully organizes, operates, conducts or is a participant
15 in any trap shoot or block shoot in which live animals or
16 fowl are used as targets.
17 (2) Nothing in this subsection shall be construed to
18 apply to any activity which is authorized or permitted under
1 34 Pa.C.S. (relating to game).

3 (q) Definitions.--As used in this section, the following
4 words and phrases shall have the meanings given to them in this
5 subsection:

7 "Fowl." Any avis.

9 "Participant." Any individual who actively engages in any
10 manner in the use of live animals or fowl as targets in a trap
11 shoot or block shoot. The term does not include a spectator or
12 other individual who may happen to be present and who does not
13 engage in any activity prohibited by this section.

15 "Trap shoot or block shoot." An event during which
16 participants shoot or attempt to shoot targets that are:
17 (1) launched or otherwise presented to the shooter with
18 electronic or mechanical assistance from a fixed location or
19 locations within a predefined shooting field; or
20 (2) affixed to a rope, chain or other tethering device
21 when presented to the shooter.

23 Section 2. This act shall take effect in 60 days.
