SENATE AMENDMENTS TO HOUSE AMENDMENTS, OCTOBER 7, 2008
AN ACT
1 Designating the scenic view adjacent to State Route 40 in
2 Wharton Township, Fayette County, as the "Blue Star Point
3 Lookout"; designating the portion of US Route 20, known as
4 West 26th Street, in Millcreek Township, Erie County, from
5 Peninsula Drive to Powell Avenue as the John W. Groters
6 Memorial Highway; and designating a portion of Cottman Avenue <--
7 (Route 73), Burholme section, City of Philadelphia, as the
8 Police Sergeant Stephen Liczbinski Memorial Highway; AND <--
9 DESIGNATING THE BRIDGE ON STATE ROUTE 259 DIVIDING BOLIVAR
10 BOROUGH AND FAIRFIELD TOWNSHIP, WESTMORELAND COUNTY, AS THE
11 GLENN MCMASTER MEMORIAL BRIDGE.
12 The General Assembly of the Commonwealth of Pennsylvania
13 hereby enacts as follows:
14 Section 1. Blue Star Point Lookout.
15 (a) Findings.--The General Assembly finds and declares as
16 follows:
17 (1) The Blue Star Memorial began in 1945 to honor the
18 men and women serving in the Armed Forces during World War
19 II. The name was chosen for the star on flags displayed in
20 homes and businesses denoting a family member serving.
21 (2) The Blue Star Memorial Program now honors all men
22 and women who have served, are serving or will serve in the
1 Armed Forces of the United States. 2 (3) In June of 2007, the Great Meadows Garden Club of 3 Farmington in cooperation with the Pennsylvania Department of 4 Transportation erected a Blue Star Memorial Highway Marker at 5 the scenic view on State Route 9202. 6 (4) The scenic view designation honors the commitment, 7 service and sacrifice to those who have served, are serving 8 or will serve in the Armed Forces of the United States. 9 (b) Designation.--The scenic view adjacent to State Route 40 10 in Wharton Township, Fayette County, is designated and shall be 11 known as the "Blue Star Point Lookout." 12 (c) Signs.--The Department of Transportation shall erect and 13 maintain signs which shall display the name of the scenic view 14 designated in subsection (a) at the entrance to the scenic view 15 on State Route 9202. 16 Section 2. John W. Groters Memorial Highway. 17 (a) Findings.--The General Assembly finds and declares as 18 follows: 19 (1) John W. Groters was a prominent member of the Erie 20 community as a volunteer, a businessman and a public servant. 21 (2) He was a volunteer at the West Ridge Fire Department 22 and was the first person to teach first aid to all the 23 volunteer fire departments in Millcreek. 24 (3) He was a partner in the Reffner and Groters Esso 25 Station, located at the corner of West 26th Street and Powell 26 Avenue in the late 1940s and early 1950s. 27 (4) He went to work for the Millcreek School District in 28 maintenance and as a school bus driver eventually rising to 29 become head of transportation, where he scheduled the bus 30 routes for all the Millcreek schools and still filled in as a 20070S1114B2489 - 2 -
1 driver when necessary. 2 (5) In recognition of his contributions to the Millcreek 3 School District, the district honors his memory with an 4 annual John W. Groters Driver of the Year Award. 5 (b) Designation.--The portion of US Route 20, known as West 6 26th Street, in Millcreek Township, Erie County, from Peninsula 7 Drive to Powell Avenue, is designated the John W. Groters 8 Memorial Highway. 9 (c) Signs.--The Department of Transportation shall erect and 10 maintain signs at both ends of the roadway designated in 11 subsection (b). 12 Section 3. Police Sergeant Stephen Liczbinski Memorial Highway. 13 (a) Findings.--Police Sergeant Stephen Liczbinski was 14 tragically killed in the line of duty on May 3, 2008, while 15 pursuing bank robbers. Sergeant Liczbinski was 39 years old at 16 the time of his death. He was a devoted and loving husband to 17 his wife and proud and loving father to his three children. He 18 was a resident of the Burholme section of Philadelphia. 19 (b) Designation.--The portion of Cottman Avenue (Route 73) 20 from Algon Avenue west to Central Avenue, Burholme section, City 21 of Philadelphia, is hereby designated as the Police Sergeant 22 Stephen Liczbinski Memorial Highway. 23 (c) Signs.--The Department of Transportation shall erect and 24 maintain appropriate signs to indicate the designation under 25 subsection (b). 26 SECTION 4. GLENN MCMASTER MEMORIAL BRIDGE. <-- 27 (A) DESIGNATION.--THE BRIDGE ON STATE ROUTE 259 DIVIDING 28 BOLIVAR BOROUGH AND FAIRFIELD TOWNSHIP, WESTMORELAND COUNTY, IS 29 HEREBY DESIGNATED AS THE GLENN MCMASTER MEMORIAL BRIDGE. 30 (B) MARKERS TO BE ERECTED.--THE DEPARTMENT OF TRANSPORTATION 20070S1114B2489 - 3 -
1 SHALL ERECT SUITABLE MARKERS AT EACH END OF THE BRIDGE
2 DISPLAYING THE DESIGNATION MADE UNDER SUBSECTION (A).
3 Section 4 5. Effective date. <--
4 This act shall take effect in 60 days.
