AN ACT 1 Amending Title 30 (Fish) of the Pennsylvania Consolidated 2 Statutes, providing for vouchers for licenses and permits. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. Title 30 of the Pennsylvania Consolidated 6 Statutes is amended by adding a section to read: 7 § 2716. Vouchers for licenses and permits. 8 (a) General rule.--The commission may make available, at its 9 offices and through its issuing agents, vouchers for licenses 10 and permits that may be purchased on behalf of a third party. 11 The voucher shall be in the format prescribed by the commission 12 and shall contain the following information: 13 (1) A voucher number. 14 (2) The identifying number of the issuing agent. 15 (3) The type of license or permit for which the voucher 16 may be redeemed. 17 (4) The date of issuance.
1 (5) The date of expiration. 2 (b) Fees.--A person purchasing a voucher shall pay the fees 3 for the type of license or permit being purchased and the 4 issuing agent fee as provided in section 2715 (relating to 5 license, permit and issuing agent fees) unless otherwise exempt 6 from such fees under this title. 7 (c) Redemption.-- 8 (1) The voucher shall only be redeemed for the type of 9 license or permit indicated on the voucher and for which the 10 applicable fees have been paid by the purchaser of the 11 voucher. 12 (2) A voucher must be redeemed prior to its expiration 13 date. No issuing agent fee shall be charged at the time of 14 redemption. 15 (3) A voucher shall be redeemed by any issuing agent 16 regardless of where the voucher was purchased. 17 (4) At the time of redemption, the bearer of a voucher 18 shall establish that he meets the eligibility requirements 19 for the type of license indicated on the voucher and the 20 issuing agent that redeems the voucher shall secure positive 21 proof of identification, residency and age from the bearer. 22 (d) Restrictions.-- 23 (1) The bearer of a voucher is subject to all 24 restrictions relating to the issuance, denial or revocation 25 of a license or permit provided in this title or any other 26 title, law or regulation. 27 (2) A voucher does not constitute a fishing license or 28 permit, and it is unlawful to use a voucher in lieu of a 29 fishing license or permit. 30 (e) Regulations.--The commission may promulgate regulations 20070S0880B1029 - 2 -
1 to implement this section. 2 (f) Penalties.--Any person violating this section commits a 3 summary offense of the first degree. Any person committing a 4 second or subsequent violation of this section in a 12-month 5 period commits a misdemeanor of the second degree. Any person 6 violating the regulations promulgated under this section commits 7 a summary offense of the second degree. 8 Section 2. This act shall take effect in 60 days.
