                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for issuance and content of
     3     driver's license.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1510(a) of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended and the section is amended by
     8  adding a subsection to read:
     9  § 1510.  Issuance and content of driver's license.
    10     (a)  General rule.--The department shall, upon payment of the
    11  required fee, issue to every qualified applicant a driver's
    12  license indicating the type or general class of vehicles the
    13  licensee is authorized to drive and any endorsements or
    14  restrictions, which license shall contain a distinguishing
    15  number assigned by the department to the licensee, the actual
    16  name, date of birth, residence address, a color photograph or
    17  photographic facsimile of the licensee, such other information
    18  as may be required by the department, and either a facsimile of

     1  the signature of the licensee or a space upon which the licensee
     2  shall write his usual signature with pen and ink. Program
     3  participants in the Address Confidentiality Program under 23
     4  Pa.C.S. Ch. 67 (relating to domestic and sexual violence victim
     5  address confidentiality) may use a substitute address designated
     6  by the Office of Victim Advocate as their address. Personal
     7  medical data and other information for use in an emergency may
     8  be included as a part of the license, except that communication
     9  disability information under subsection (j) shall be included on
    10  the license. Information other than that required to identify
    11  the licensee, communication disability information under
    12  subsection (j), the distinguishing number and the class of
    13  license issued may be included in microdata form. Except as
    14  provided in subsection (f), an applicant shall include his
    15  Social Security number on his license application, but the
    16  Social Security number shall not be included on the license. No
    17  driver's license shall be valid until it has been signed by the
    18  licensee.

    20     (j)  Communication disability.--The department shall include
    21  information concerning a person's communication disability,
    22  including, but not limited to, a speech or hearing disability,
    23  on that person's license.
    24     Section 2.  This act shall take effect in 60 days.
