        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           NOVEMBER 12, 2008

                                  A RESOLUTION

     1  Encouraging safe driving habits and the reduction of road rage
     2     incidents in Pennsylvania.

     3     WHEREAS, The National Highway and Transportation Safety
     4  Administration (NHTSA) defines road rage as "an assault with a
     5  motor vehicle or other dangerous weapon by the operator or
     6  passenger(s) of another motor vehicle or an assault precipitated
     7  by an incident that occurred on a roadway"; and
     8     WHEREAS, The NHTSA classifies road rage as a criminal
     9  offense; and
    10     WHEREAS, Road rage can often cause significant property
    11  damage and physical harm, including fatalities; and
    12     WHEREAS, Road rage can be sparked by incidents of aggressive
    13  driving such as tailgating, cutting off traffic and driving with
    14  excessive speed, among others; and
    15     WHEREAS, Psychological research has demonstrated that road


     1  rage may often be the result of "intermittent explosive
     2  disorder," which could affect as many as 16 million Americans;
     3  and
     4     WHEREAS, The NHTSA has concluded that incidents of road rage
     5  are likely to increase as roadways become more congested and
     6  drivers travel more miles; therefore be it
     7     RESOLVED, That the House of Representatives encourage motor
     8  vehicle drivers in this Commonwealth to show civility and
     9  courtesy toward other drivers and to drive defensively instead
    10  of aggressively; and be it further
    11     RESOLVED, That the House of Representatives continue to
    12  support measures that will promote safe driving practices in
    13  Pennsylvania.
