        INTRODUCED BY WILLIAMS, MYERS, BLACKWELL, JAMES AND PAYTON,

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           FEBRUARY 14, 2008

                                  A RESOLUTION

     1  Honoring the late Representative David P. Richardson, Jr., a
     2     member of the Pennsylvania House of Representatives from 1973
     3     to 1995.

     4     WHEREAS, Representative Richardson was born in Philadelphia
     5  on April 23, 1948, a son of Elaine and David P. Richardson, Sr.;
     6  and
     7     WHEREAS, Representative Richardson was an activist,
     8  gentleman, lawmaker, human rights advocate and political leader
     9  with a strong commitment to serve, to become involved and to
    10  make a difference in educational reform, social justice and
    11  community improvement; and
    12     WHEREAS, Representative Richardson's legislative record
    13  brought him recognition as a proponent of social welfare reform
    14  and prison reform, an advocate for social justice and equal
    15  rights and a leader in the rights of the elderly, children, the
    16  disabled and the homeless; and
    17     WHEREAS, Representative Richardson was a member of numerous
    18  boards and committees at both the national and State levels, and

     1  he chaired the Pennsylvania Legislative Black Caucus and the
     2  Urban Affairs Committee of the House of Representatives and was
     3  Democratic chairman of the Health and Human Services Committee
     4  of the House of Representatives; and
     5     WHEREAS, Representative Richardson was past president of the
     6  National Black Caucus of State Legislatures and served on the
     7  executive Committee of the National Conference of State
     8  Legislatures; and
     9     WHEREAS, Representative Richardson's work and activism made
    10  this Commonwealth a better place, and his legacy of fighting
    11  oppression, poverty, social and economic injustice and racism
    12  continues to enrich us all; therefore be it
    13     RESOLVED, That the House of Representatives honor the late
    14  Representative David P. Richardson, Jr., a beloved family
    15  member, activist, statesman, friend, gentleman, role model and
    16  benefactor.
