        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 25, 2007

                                  A RESOLUTION

     1  Designating October 16, 2007, as "Independent College and
     2     University Day" in Pennsylvania.

     3     WHEREAS, Pennsylvania has the second largest number of
     4  private colleges and universities in the nation; and
     5     WHEREAS, Independent colleges and universities enroll 266,000
     6  of the students in higher education in this Commonwealth; and
     7     WHEREAS, Independent colleges and universities award 49% of
     8  the baccalaureate degrees in this Commonwealth; and
     9     WHEREAS, Independent colleges and universities award 52% of
    10  the degrees awarded to minority students in this Commonwealth;
    11  and


     1     WHEREAS, Independent colleges and universities award 63% of
     2  the advanced degrees in this Commonwealth; and
     3     WHEREAS, Independent colleges and universities collectively
     4  employ more than 71,000 people in this Commonwealth; and
     5     WHEREAS, Independent colleges and universities are the fourth
     6  largest private-sector employer in this Commonwealth with a
     7  total economic impact of more than $18 billion; and
     8     WHEREAS, Independent colleges and universities enroll more
     9  out-of-State students than any other state, attracting more than
    10  20,000 talented young people to this Commonwealth every year;
    11  and
    12     WHEREAS, Many of these out-of-State students work in
    13  Pennsylvania upon graduation; and
    14     WHEREAS, The presence of a large, healthy sector of
    15  independent institutions of higher education results in an
    16  enormous investment of private dollars, saving State taxpayers
    17  significant expenditures; and
    18     WHEREAS, All Pennsylvanians benefit to some degree from the
    19  availability of independent colleges and universities throughout
    20  this Commonwealth; therefore be it
    21     RESOLVED, That the House of Representatives designate October
    22  16, 2007, as "Independent College and University Day" in
    23  Pennsylvania.
