        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JULY 3, 2007

                                  A RESOLUTION

     1  Designating the week of July 7 through 15, 2007, as "Colonel
     2     Phillip Neuweiler Memorial Ranger Training School Week" in
     3     Pennsylvania.

     4     WHEREAS, The Civil Air Patrol was established in 1941 as the
     5  official civilian auxiliary of the United States Air Force; and
     6     WHEREAS, The Civil Air Patrol is an all-volunteer force
     7  comprised of more than 64,000 members nationwide and 2,500
     8  Pennsylvania Wing members; and
     9     WHEREAS, The Pennsylvania Wing Ranger Program is a
    10  noncombatant resource of the Air Force, performing three primary
    11  missions: Emergency Services, Aerospace Education and Cadet
    12  Programs; and
    13     WHEREAS, The Civil Air Patrol builds strong citizens for the
    14  future by providing leadership training, technical education,
    15  scholarships and career education to young men and women 12 to


     1  21 years of age; and
     2     WHEREAS, In response to the need for ground support for air
     3  search missions, the concept of the Ranger Team was born under
     4  the leadership of Colonel Phillip Neuweiler; and
     5     WHEREAS, The Hawk Mountain Ranger School staffed by USAF and
     6  Staff Cadets, trains rescuers in survival, search and rescue and
     7  gained national prominence in the early 1960s; and
     8     WHEREAS, The Hawk Mountain Ranger School is linked to related
     9  schools in Florida, Mississippi, Puerto Rico and Washington
    10  having staff trained at the Hawk Mountain Ranger School; and
    11     WHEREAS, Additional states are now looking to follow this
    12  successful model; and
    13     WHEREAS, Emergency Services includes air search and rescue
    14  missions, homeland security, disaster relief, counterdrug
    15  missions, aerial reconnaissance and imaging support and
    16  communications support at the request of Federal, State and
    17  local agencies; and
    18     WHEREAS, The Colonel Phillip Neuweiler Memorial Ranger
    19  Training School of the Pennsylvania Wing runs from July 7
    20  through 15, 2007, at the Fort Indiantown Gap National Guard
    21  Training Site in Lebanon County; and
    22     WHEREAS, The cadet leadership schools annually provide
    23  approximately 425 cadets the knowledge and training necessary to
    24  function as a cadet leader in the Civil Air Patrol, to serve in
    25  various leadership roles within their squadron, group and wing
    26  and to become a part of a prequalified and motivated pool of
    27  future community and military leaders; and
    28     WHEREAS, Pennsylvania Wing Cadets have proven track records
    29  of becoming tomorrow's leaders, with a large number receiving
    30  educational and scholarship opportunities in the Air Force

     1  Academy, West Point and Annapolis; and
     2     WHEREAS, The Colonel Phillip Neuweiler Memorial Ranger
     3  Training School and the Pennsylvania Wing Ranger Program, the
     4  model for many of the search and rescue programs throughout the
     5  United States, continues to be the longest-running school of
     6  search and rescue; therefore be it
     7     RESOLVED, That the House of Representatives designate the
     8  week of July 7 through 15, 2007, as "Colonel Phillip Neuweiler
     9  Memorial Ranger Training School Week" in Pennsylvania.
