        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 18, 2007

                                  A RESOLUTION

     1  Recognizing the month of May 2007 as "Foster Care Month" in
     2     Pennsylvania.

     3     WHEREAS, The family, a primary source of love, identity,
     4  self-esteem and support, is the very foundation of our
     5  communities and our Commonwealth; and
     6     WHEREAS, In Pennsylvania there are 20,000 children and youth
     7  in foster care every day; and
     8     WHEREAS, Children and youth in foster care are provided a
     9  safe, secure and stable home and a compassionate and nurturing
    10  foster family; and
    11     WHEREAS, Foster families open their homes and hearts to

     1  children whose families are in crisis; and
     2     WHEREAS, Foster families play a vital role in helping
     3  children and families heal and reconnect and preparing children
     4  for successful adulthood; and
     5     WHEREAS, Dedicated foster families frequently adopt foster
     6  children, resulting in a greater need for more foster families;
     7  and
     8     WHEREAS, In this Commonwealth foster parents adopt over 60%
     9  of the children in the child welfare system who have had their
    10  goal changed to adoption; and
    11     WHEREAS, Numerous individuals, public organizations and
    12  private organizations are working to increase awareness of the
    13  needs of children in foster care or leaving foster care and of
    14  the enduring and valuable contribution of foster parents; and
    15     WHEREAS, The foster care system is only as good as those
    16  persons who choose to be part of it; therefore be it
    17     RESOLVED, That the House of Representatives recognize the
    18  month of May 2007 as "Foster Care Month" in Pennsylvania and
    19  urge all citizens to volunteer their talents and energies on
    20  behalf of children in foster care, foster parents and child
    21  welfare professionals.
