        INTRODUCED BY YUDICHAK, KOTIK, DePASQUALE, CAPPELLI, ARGALL,
           BELFANTI, BENNINGTON, BIANCUCCI, CALTAGIRONE, CARROLL, COHEN,
           CURRY, DeWEESE, FABRIZIO, FRANKEL, GEIST, GEORGE, GOODMAN,
           GRELL, GRUCELA, HARRIS, HENNESSEY, JAMES, W. KELLER, KING,

        AS REPORTED FROM COMMITTEE ON LOCAL GOVERNMENT, HOUSE OF
           REPRESENTATIVES, AS AMENDED, JUNE 28, 2007

                            A CONCURRENT RESOLUTION

     1  Establishing a commission to study the Commonwealth's fragmented
     2     system of local governance and identify methods to promote
     3     more regional collaboration in the delivery of municipal
     4     services and the execution of local government.

     5     RESOLVED (the Senate concurring), That the General Assembly,
     6  in response to the recommendation of the Brookings Institution    <--
     7  in its report on this Commonwealth, RECOMMENDATIONS OF THE 2007   <--
     8  BROOKINGS INSTITUTION REPORT, COMMITTING TO PROSPERITY; MOVING
     9  FORWARD ON THE AGENDA TO RENEW PENNSYLVANIA, AND THE
    10  RECOMMENDATIONS OF THE 2007 PENNSYLVANIA ECONOMY LEAGUE REPORT,
    11  STRUCTURING HEALTHY COMMUNITIES; direct the Majority Leader of
    12  the Senate and the Majority Leader of the House of
    13  Representatives to appoint a commission to study the
    14  Commonwealth's system of local governance and identify methods
    15  to promote more regional collaboration in the delivery of

     1  municipal services and the execution of local government; and be
     2  it further
     3     RESOLVED, That the membership of the commission be:
     4         (1)  The Executive Director of the Center for Local        <--
     5     Government
     6         (1)  THE DEPUTY SECRETARY FOR COMMUNITY AFFAIRS AND        <--
     7     DEVELOPMENT, PENNSYLVANIA DEPARTMENT OF COMMUNITY AND
     8     ECONOMIC DEVELOPMENT, who shall serve as chairperson.
     9         (2)  The chairperson and minority chairperson of the
    10     Local Government Committee of the House of Representatives or
    11     their designees.
    12         (3)  THE CHAIRPERSON AND MINORITY CHAIRPERSON OF THE       <--
    13     LOCAL GOVERNMENT COMMITTEE OF THE SENATE OR THEIR DESIGNEES.
    14         (3) (4)  Members appointed as follows:                     <--
    15             (i)  A representative of the Pennsylvania Economy
    16         League, appointed from a list submitted by the league to
    17         the Speaker of the House of Representatives.
    18             (ii)  A representative of the County Commissioners
    19         Association of Pennsylvania, appointed from a list
    20         submitted by the association to the Speaker of the House
    21         of Representatives.
    22             (iii)  A representative of the Pennsylvania State
    23         Association of Township Supervisors, appointed from a
    24         list submitted by the association to the Speaker of the
    25         House of Representatives.
    26             (iv)  A representative of the Pennsylvania State
    27         Association of Boroughs, appointed from a list submitted
    28         by the association to the President pro tempore of the
    29         Senate.
    30             (v)  A representative of the League of Cities and

     1         Municipalities, appointed from a list submitted by the
     2         league to the President pro tempore of the Senate.
     3             (vi)  The Executive Director of the Local Government
     4         Commission OR HIS DESIGNEE;                                <--
     5  and be it further
     6     RESOLVED, That the commission be staffed by the Governor's
     7  Center for Local Government Services; and be it further
     8     RESOLVED, That the commission be charged with the following:
     9         (1)  A study of the current system and State programs.     <--
    10         (1)  A STUDY OF THE CURRENT SYSTEM OF LOCAL GOVERNANCE     <--
    11     AND STATE PROGRAMS IMPACTING LOCAL GOVERNMENTS.
    12         (2)  Recommendation of changes to remove barriers to
    13     regional cooperation.
    14         (3)  RECOMMENDATIONS OF MEASURES TO ENSURE MUNICIPAL       <--
    15     FISCAL STABILITY.
    16         (3) (4)  Recommendation of changes to improve incentives   <--
    17     to regional cooperation; and be it further
    18     RESOLVED, That the commission report to the General Assembly
    19  the results of its study and its recommendations and file the
    20  report with the Secretary of the Senate and the Chief Clerk of
    21  the House of Representatives by November 30, 2007 2008.           <--
