        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JANUARY 29, 2007

                                  A RESOLUTION

     1  Designating January 2007 as "School Director Recognition Month"
     2     in Pennsylvania.

     3     WHEREAS, Local school districts and their governing boards
     4  were established by the General Assembly more than 150 years
     5  ago. Indeed, public education is the only public service
     6  mandated by the Constitution of Pennsylvania; and
     7     WHEREAS, School board members govern individual school
     8  districts, establish local policies, approve educational
     9  programs, provide necessary physical facilities, hire properly
    10  certified professional and classified employees and share in
    11  costs by raising necessary local funds used along with State
    12  funds to operate district educational programs; and

     1     WHEREAS, Being an effective school director is no easy task,
     2  particularly in the current climate of school change. Today's
     3  lay school leaders need to be knowledgeable about many complex
     4  educational and social issues; and
     5     WHEREAS, School board service is perhaps the purest form of
     6  grass roots democratic principles upon which our republic was
     7  founded. Local public school directors are dedicated, educated,
     8  responsible citizens who carry out the truest form of
     9  representative government in our democracy - volunteer public
    10  service; therefore be it
    11     RESOLVED, That the House of Representatives designate the
    12  month of January 2007 as "School Director Recognition Month" in
    13  Pennsylvania; and be it further
    14     RESOLVED, That a copy of this resolution be immediately
    15  transmitted to the Pennsylvania School Boards Association.
