AN ACT 1 Requiring certain buses to operate by natural gas. 2 The General Assembly of the Commonwealth of Pennsylvania 3 hereby enacts as follows: 4 Section 1. Short title. 5 This act shall be known and may be cited as the Pennsylvania 6 Public Transportation and Natural Gas Act. 7 Section 2. Definitions. 8 The following words and phrases when used in this act shall 9 have the meanings given to them in this section unless the 10 context clearly indicates otherwise: 11 "Bus." A motor vehicle designed for carrying 15 or more 12 passengers, exclusive of the driver, and used for the 13 transportation of persons, and a motor vehicle, other than a 14 taxicab, designed and used for the transportation of persons for 15 compensation. 16 "Fixed-route public transportation services." Regularly
1 scheduled transportation that is available to the general public 2 and is provided according to published schedules along 3 designated published routes with specified stopping points for 4 the taking on and discharging of passengers, including public 5 buses. The term does not include commuter rail systems, 6 exclusive ride taxi services, charter or sightseeing services, 7 nonpublic transportation or school bus or limousine services. 8 "Natural gas." Gas issued from the Earth's crust through 9 natural openings or bored wells and that is typically a 10 combustible mixture of methane and other hydrocarbons used 11 chiefly as a fuel and raw material. The term includes both 12 compressed and liquefied forms of natural gas. 13 Section 3. New bus requirements. 14 An operator of fixed-route public transportation services in 15 this Commonwealth shall, when removing an older bus from such 16 service, replace the older bus with a model using natural gas as 17 its fuel source. 18 Section 4.
