AN ACT 1 Amending the act of July 10, 1981 (P.L.214, No.67), entitled "An 2 act relating to the lawful conduct of bingo, prescribing 3 penalties and making a repeal," further providing for 4 definitions and for rules for licensing and operation; 5 providing for progressive jackpots; and further providing for 6 revocation of licenses. 7 The General Assembly of the Commonwealth of Pennsylvania 8 hereby enacts as follows: 9 Section 1. The definition of "bingo" in section 3 of the act <-- 10 of July 10, 1981 (P.L.214, No.67), known as the Bingo Law, 11 amended December 15, 1982 (P.L.1299, No.293), is amended and the 12 section is amended by adding definitions to read: 13 SECTION 1. THE DEFINITIONS OF "BINGO" AND "BONA FIDE MEMBER" <-- 14 IN SECTION 3 OF THE ACT OF JULY 10, 1981 (P.L.214, NO.67), KNOWN 15 AS THE BINGO LAW, AMENDED OR ADDED DECEMBER 15, 1982 (P.L.1299, 16 NO.293), ARE AMENDED AND THE SECTION IS AMENDED BY ADDING 17 DEFINITIONS TO READ:
1 Section 3. Definitions. 2 The following words and phrases when used in this act shall 3 have, unless the context clearly indicates otherwise, the 4 meanings given to them in this section: 5 * * * 6 ["Bingo." A game in which each player has a card or board 7 containing five horizontal rows all but the central one 8 containing five figures. The central row has four figures with 9 the word "free" marked in the center thereof. Any preannounced 10 combination of spaces when completed by a player constitutes 11 bingo. In the absence of a preannouncement of a combination of 12 spaces, any combination of five in a row whether horizontal or 13 vertical when completed by a player constitutes bingo when its 14 numbers are announced and covered. A wheel or other mechanical 15 device may be used by any person conducting the game of bingo, 16 and any such person may award a prize to any player or players 17 first completing any combination constituting bingo.] 18 "Bingo." A game in which each player has a card or an 19 electronic representation of a card or board which contains 20 numbers and symbols. Any preannounced combination of spaces when 21 completed by a player constitutes bingo if the numbers or 22 symbols are announced and covered. A wheel or other mechanical 23 device, including a random number or symbol generator, may be 24 used by any person physically calling or electronically 25 displaying the game of bingo and any person may award a prize to 26 any player or players first completing any combination 27 constituting bingo. 28 "Bingo session." Authorized bingo games played until the 29 maximum amount of prize money, not including the progressive 30 jackpot, has been given out. 20080H2204B3692 - 2 -
1 "Bingo supplies." Paper, pull tabs or daubers used in 2 conjunction with the game of bingo. 3 "BONA FIDE MEMBER." ANY INDIVIDUAL WHO HOLDS A FULL <-- 4 MEMBERSHIP IN THE ASSOCIATION AS DEFINED BY THE ASSOCIATION'S 5 CONSTITUTION, CHARTER, ARTICLES OF INCORPORATION OR BYLAWS [AND 6 HAS BEEN A MEMBER OF THE ASSOCIATION FOR AT LEAST ONE YEAR]. THE 7 TERM SHALL ALSO INCLUDE THOSE INDIVIDUALS WHO ARE MEMBERS OF AN 8 AUXILIARY OR RECOGNIZED JUNIOR AFFILIATE OF THE PARENT 9 ASSOCIATION. 10 * * * 11 "Electronic bingo device." An electronic or mechanical 12 device that is used by a bingo player to mark representations of 13 bingo card faces stored in the device and shall not include any 14 device into which coin, currency or tokens are inserted directly 15 into the device to activate play. An electronic bingo device may 16 be used to participate in any lawful form of bingo. 17 * * * 18 "Lessor." A person that permits the conduct of bingo on a 19 premises owned by or leased to the person. 20 * * * 21 "Prize." The maximum allowed to be paid by an association 22 per bingo session, not including any progressive jackpot. A 23 prize is not considered to be a prize until it is paid to the 24 winning player who must be present during the bingo session the 25 prize was won. The prize must be awarded to the winner in 26 person, either in the form of a check or cash by a bona fide 27 member of the association or an employee of the lessor with whom 28 the association is renting the premises. 29 "Progressive jackpot." An amount given along with the 30 regular prize if a win is obtained in the predetermined number 20080H2204B3692 - 3 -
1 of balls or less. If the win is not obtained in the 2 predetermined number of balls or less, the regular game shall 3 continue. 4 Section 2. Section 5 of the act, amended or added December 5 15, 1982 (P.L.1299, No.293) and February 12, 1988 (P.L.76, 6 No.14), is amended to read: 7 Section 5. Rules for licensing and operation. 8 (a) Issuance and fee.--The licensing authority shall 9 license, upon application, any association as defined in section 10 3 to conduct the game of bingo at one location in the county, 11 which, when in a county of the second class, shall only be in 12 the city, borough or township where the main business office or 13 headquarters of the association is located. The county treasurer 14 of a county of the second class shall indicate on each license 15 the city, borough or township where the association may conduct 16 bingo. The single municipal location limitation shall not apply 17 to a group of licensed associations conducting bingo at a 18 central location. The license fee to be charged to each 19 nonprofit association shall be $100 per annum except to those 20 recognized senior citizens' groups who conduct bingo for their 21 members only the fee shall be $50 per annum. The license fee to 22 be charged to each agricultural association or county fair shall 23 be $100 per annum. Associations which conduct bingo only one 24 period each year for not more than three consecutive days shall 25 be charged $15 for the issuance of their license. The fees 26 collected pursuant to this section shall be paid by the 27 licensing authority into the general fund of the county and used 28 for county purposes. All records retained by the licensing 29 authority relating to the issuance of bingo licenses and bingo 30 permits shall be public information. 20080H2204B3692 - 4 -
1 (b) Display.--Licenses issued pursuant to this section shall 2 be publicly displayed at games conducted by licensees. 3 (c) Operation.--Each licensed association shall comply with 4 the following restrictions and rules governing the operation of 5 bingo: 6 [(1) No person under the age of 18 shall be permitted to 7 play bingo unless accompanied by an adult. 8 (2) No association shall conduct bingo more than twice 9 in any one week, except an association shall be permitted to 10 conduct the game of bingo for a period not to exceed ten days 11 at the association's exposition, carnival or fair site in 12 addition to the regularly scheduled games. 13 (3) Prizes awarded shall not exceed a value of $250 for 14 any one game of bingo, except for jackpot games which shall 15 not exceed a value of $2,000 for one such game. In addition, 16 no more than $4,000 in prizes shall be awarded in any 17 calendar day. 18 (4) Only associations licensed to conduct bingo shall be 19 permitted to advertise their bingo games. Such advertisements 20 shall contain the date, time, location, whether cash or 21 merchandise prizes will be awarded and the name of the 22 association licensed to conduct the bingo game and the name 23 of the individual in charge of the operation of the game. An 24 association shall not advertise the prizes or their dollar 25 value which will be awarded nor shall they advertise a 26 guaranteed prize dollar value. 27 (5) The association shall own the equipment used in 28 playing bingo or shall sign a written agreement leasing the 29 equipment from another licensed association for a fee which 30 is not determined by the amount of receipts realized from the 20080H2204B3692 - 5 -
1 playing of bingo or the number of people attending bingo 2 games. Joint ownership of bingo equipment shall be permitted 3 only if both owners of the equipment are licensed 4 associations. This paragraph shall not apply to associations 5 contracting charitable organizations or outside operators to 6 conduct bingo at expositions, carnivals or fairs. 7 (6) The association shall own both the premises upon 8 which bingo is played and the personal property used in the 9 conduct of the game, or if it does not, the association shall 10 sign a written agreement leasing such premises or personal 11 property from the owner thereof for a fee which is not 12 determined by either the amount of receipts realized from the 13 playing of bingo or the number of people attending bingo 14 games. An association shall not lease such premises or 15 personal property from any person who has been convicted of a 16 felony or a violation of this act.] 17 (1) No person under the age of 18 shall be permitted to 18 play bingo unless accompanied by an adult. Children under 18 19 years of age shall not be permitted to play bingo using an 20 electronic bingo device. 21 (2) No association shall conduct bingo more than four 22 times in any one week, except an association shall be 23 permitted to conduct the game of bingo for a period not to 24 exceed ten days at the association's exposition, carnival or 25 fair site in addition to the regularly scheduled games. 26 (3) No more than $10,000 in prizes shall be awarded in 27 any calendar day. The value of a progressive jackpot shall 28 not be subject to the prize limitation under this paragraph. 29 (4) (Reserved) 30 (5) The association shall own the equipment used in 20080H2204B3692 - 6 -
1 playing bingo or shall sign a written agreement leasing the 2 equipment from another licensed association for a fee which 3 is not determined by the amount of receipts realized from the 4 playing of bingo or the number of people attending bingo 5 games. Joint ownership of bingo equipment shall be permitted 6 only if both owners of the equipment are licensed 7 associations. This paragraph shall not apply to associations 8 contracting charitable organizations or outside operators to 9 conduct bingo at expositions, carnivals or fairs. The 10 association can be charged a per use fee on an electronic 11 bingo device used during the bingo occasion. The per use fee 12 may not be determined by the amount of receipts realized from 13 the playing of bingo or the number of people attending bingo 14 games. 15 (6) The association shall own both the premises upon 16 which bingo is played and the personal property used in the 17 conduct of the game, or if it does not, the association shall 18 sign a written agreement leasing such premises or personal 19 property from the owner thereof for a fee which is not 20 determined by either the amount of receipts realized from the 21 playing of bingo or the number of people attending bingo 22 games. An association shall not lease such premises or 23 personal property from any person who has been convicted of a 24 felony or a violation of this act. 25 (7) Each association shall keep written records of the 26 moneys and merchandise collected and distributed for each day 27 they conduct bingo. These records shall indicate the total 28 proceeds collected, the total prize money distributed, the 29 total value of all merchandise awarded as a prize and the 30 amount of moneys paid as rentals or wages and to whom such 20080H2204B3692 - 7 -
1 rentals or wages were paid. All prizes awarded having a value 2 greater than $250 shall be specifically described in the 3 association's records. 4 (8) Each association shall deposit with a financial 5 institution all proceeds for each day's bingo game in an 6 account in the association's name. This deposit shall be made 7 before any of the proceeds may be used for any other purpose, 8 except for payment of prize money and compensation to members 9 employed in the operation of the game. The following shall 10 apply: 11 (i) No supplier of equipment, bingo supplies or 12 electronic bingo devices shall sell, offer to sell or 13 deliver any equipment, bingo supplies or electronic bingo 14 devices to any licensed organization ASSOCIATION in this <-- 15 Commonwealth, and no organization ASSOCIATION shall buy <-- 16 or accept delivery of any equipment, bingo supplies or 17 electronic bingo devices, except on terms of immediate 18 payment or on terms requiring payment no later than the 19 15th day following that on which actual delivery is made. 20 If any payment is not made when due, the supplier shall 21 immediately notify the district attorney of the county in 22 which the organization ASSOCIATION is located of the <-- 23 default, after which no person shall sell any equipment, 24 bingo supplies or electronic bingo devices to the 25 organization ASSOCIATION in default on any other terms <-- 26 than immediate payment, until otherwise authorized by the 27 district attorney. Under penalty of suspension of its 28 license, the organization ASSOCIATION which is in default <-- 29 shall pay its obligation in full within 30 days from the 30 date it became due. 20080H2204B3692 - 8 -
1 (ii) No supplier of equipment, bingo supplies or 2 electronic bingo devices shall accept payment from a 3 licensed organization ASSOCIATION for any equipment, <-- 4 bingo supplies or electronic bingo devices unless that 5 payment is in the form of a check bearing the 6 organization's ASSOCIATION'S license number and drawn on <-- 7 the organization's ASSOCIATION'S separate charitable <-- 8 gaming account. 9 (iii) Any licensee who violates this section may 10 have its license suspended for not more than 60 days for 11 a first or a subsequent offense. Each failure of an 12 organization ASSOCIATION to make payment for any default <-- 13 before the expiration of the period suspension 14 constitutes a subsequent offense. Additionally, the 15 organization ASSOCIATION may be required to make payments <-- 16 for all equipment, bingo supplies or electronic bingo 17 devices subsequently purchased. 18 [(9) No association shall permit any person who is not a 19 bona fide member of the association or who has been convicted 20 of a felony or a violation of this act to manage, set up, 21 supervise or participate in the operation of the 22 association's bingo games. Nothing contained in this act 23 shall be construed to prohibit individuals under 18 years of 24 age from participating in the operation of the game and being 25 compensated therefor if written permission is obtained from 26 their parent or guardian.] 27 (9) An association shall permit any person who is a bona 28 fide member of the association or an employee of a lessor to 29 manage, set up, supervise or participate in the operation of 30 the association's bingo games. 1 any person who has been convicted of a felony or a violation 2 of this chapter to manage, set up, supervise or participate 3 in the operation of the association's bingo games. Nothing 4 contained in this chapter shall be construed to prohibit 5 individuals under 18 years of age from participating in the 6 operation of the game and being compensated therefor if 7 written permission is obtained from their parent or guardian. 8 (10) Associations which obtain a license for the purpose 9 of conducting bingo at an exposition, carnival or fair for a 10 period not exceeding ten days shall be permitted to contract 11 a charitable organization to manage, set up, supervise or 12 participate in the operation of the bingo game provided only 13 merchandise prizes are awarded. Only bona fide members of the 14 contracted charitable organization shall be permitted to 15 participate in the operation of the bingo game. If no 16 charitable organizations are available, the association may 17 contract an outside operator to conduct the game for 18 merchandise at the exposition, carnival or fair site. The 19 provisions of this paragraph shall not be construed to allow 20 bingo games to be ordinarily carried out on a commercial 21 basis in this Commonwealth. 22 (11) No person shall participate in the operation of 23 bingo games on more than four days in any calendar week, 24 which games may be operated by no more than two different 25 licensed associations. This provision shall not apply to 26 persons engaged in the operation of bingo for merchandise at 27 expositions, carnivals or fairs not exceeding ten days in 28 duration. 29 (12) No supplier of merchandise nor any person who has 30 been convicted of a felony or a violation of this act shall 20080H2204B3692 - 10 -
1 have a pecuniary interest in the operation or proceeds of the 2 bingo game. 3 (13) NO MORE THAN THREE BINGO SESSIONS MAY BE CONDUCTED <-- 4 ON THE SAME PREMISES ON THE SAME CALENDAR DAY. 5 (14) NO MORE THAN ONE BINGO SESSION MAY BE CONDUCTED ON 6 THE SAME PREMISES AT THE SAME TIME. 7 (d) Application for license.--Each association shall apply 8 to the licensing authority for a license on a form to be 9 prescribed by the Secretary of the Commonwealth. Said form shall 10 contain an affidavit to be affirmed by the executive officer or 11 secretary of the association stating that: 12 (1) No person under the age of 18 will be permitted by 13 the association to play bingo unless accompanied by an adult. 14 Children under 18 years of age shall not be permitted to play 15 bingo using an electronic bingo device. 16 (2) The facility in which any game of bingo is to be 17 played does have adequate means of ingress and egress and 18 adequate sanitary facilities available in the area. 19 (3) The association is the sole or joint owner with a 20 licensed association of the equipment used in playing bingo 21 or it leases the equipment from another licensed association 22 under a written agreement for a fee which is not determined 23 by the amount of receipts realized from the playing of bingo 24 or the number of people attending bingo games. This paragraph 25 shall not apply to associations contracting with charitable 26 organizations or outside operators to conduct bingo at 27 expositions, carnivals or fairs. 28 (4) The association is the owner of both the premises 29 upon which bingo is played and the personal property used in 30 the conduct of the game or, if it is not, that the 20080H2204B3692 - 11 -
1 association is not leasing such premises or personal property 2 from the owner thereof under an oral agreement, nor is it 3 leasing such premises or personal property from the owner 4 thereof under a written agreement at a rental which is 5 determined by either the amount of receipts realized from the 6 playing of bingo or the number of people attending bingo 7 games, nor is it leasing such premises or personal property 8 from a person who has been convicted of a felony or a 9 violation of this act. 10 (5) The association will not conduct the playing of 11 bingo more than [twice] four times per week in any one week, 12 except those associations conducting bingo at expositions, 13 carnivals or fairs. 14 (6) The association in any calendar day will not award a 15 total of more than [$4,000] $10,000 in prizes, EXCLUDING <-- 16 PROGRESSIVE JACKPOTS. 17 (6.1) THE ASSOCIATION WILL NOT CONDUCT A BINGO SESSION <-- 18 AT THE SAME TIME AS ANY OTHER ASSOCIATION ON THE SAME 19 PREMISES. 20 (6.2) THE ASSOCIATION WILL NOT CONDUCT A BINGO SESSION 21 ON ANY PREMISES AT WHICH MORE THAN TWO OTHER ASSOCIATIONS ARE 22 CONDUCTING BINGO SESSIONS ON THE SAME CALENDAR DAY. 23 (7) The association is a nonprofit association as 24 defined in this act. 25 [(e) Limitation on compensation.--No person may be employed 26 in the operation or the actual running of a bingo game for 27 compensation greater than $50 per day, except employees of 28 outside operators under section 5(c)(10), and any person 29 compensated shall be paid individually by check or by cash, in 30 which case the payee shall sign a written receipt therefor. 1 addition, no person shall receive compensation from more than 2 one source for services rendered in the operation of a bingo 3 game.] 4 (e) Compensation.--Any person compensated shall be paid 5 individually by check or by cash, in which case the payee shall 6 sign a written receipt. 7 (f) Investigation of association.--The licensing authority 8 may request an investigation to verify the statements made in 9 any application for a license. 10 Section 3. The act is amended by adding a section to read: 11 Section 5.1. Progressive jackpots. 12 (a) Permitted.--A licensed charitable organization or <-- 13 organizations AN ASSOCIATION OR ASSOCIATIONS playing at the same <-- 14 location PREMISES may deposit a predetermined amount of money <-- 15 before each licensed call bingo session into a special account 16 in order to offer a progressive jackpot prize. 17 (b) Participating organizations.--A participating <-- 18 organization ASSOCIATION.--AN ASSOCIATION may conduct a <-- 19 progressive jackpot game which shall be in conjunction with the 20 organization's ASSOCIATION'S regular bingo games. <-- 21 (c) Contents.--A progressive jackpot shall consist of all 22 contributions made by participating organizations ASSOCIATIONS. <-- 23 (d) Method of winning.--A progressive jackpot is won along 24 with a regular jackpot prize when a player achieves a win in a 25 predetermined number of balls or less. If the win is not 26 obtained in the predetermined number of balls or less, the 27 organization's ASSOCIATION'S regular game shall continue. <-- 28 (e) Checking account.--A separate checking account shall be 29 opened by the participating organization for the progressive <-- 30 jackpot. The following shall apply: 20080H2204B3692 - 13 -
1 (1) The account shall be in the name of "Charitable 2 Gaming Progressive Jackpot Account" which shall be imprinted 3 on all checks. Checks from this account shall require two 4 signatures. 5 (2) If the organizations ASSOCIATIONS are using a <-- 6 lessor, the lessor shall designate a representative who shall 7 make deposits of all funds contributed to the progressive 8 jackpot by 10:00 a.m. on the next banking day and who shall 9 be responsible for maintaining the checking account in 10 accordance with generally accepted accounting principles. 11 (3) Designated representatives of the lessor and each 12 participating organization ASSOCIATION shall be authorized <-- 13 signatories on the account and shall be in attendance at the 14 location at the conclusion of each respective organization's <-- 15 ASSOCIATION'S progressive jackpot game for the purpose of <-- 16 issuing a check bearing signatures of the lessor 17 representative and the organization ASSOCIATION <-- 18 representative from the special account to the winner. If no 19 lessor is involved, the organization ASSOCIATION shall have <-- 20 two of its representatives at the location to sign and issue 21 a check. 22 (4) All banking fees and costs shall be borne by the 23 lessor or the organization ASSOCIATION, if no lessor is <-- 24 involved. 25 (f) Contribution.--Each participating organization <-- 26 ASSOCIATION shall submit a check to the designated lessor <-- 27 representative for the predetermined amount prior to the 28 commencement of the organization's ASSOCIATION'S scheduled call <-- 29 bingo session made payable to the charitable gaming progressive 30 jackpot account. The contribution shall be nonrefundable except 20080H2204B3692 - 14 -
1 in the event of premises closure. Each predetermined 2 contribution shall constitute part of the total amount of prizes 3 awarded during that call bingo session. If no lessor is 4 involved, the organization ASSOCIATION shall make a check <-- 5 payable to its charitable gaming progressive jackpot account. 6 The contribution shall be nonrefundable except in the event of 7 premises closure. Each predetermined contribution shall 8 constitute part of the total amount of prizes awarded during 9 that call bingo session. The following shall apply: 10 (1) The dollar amount of the progressive jackpot shall 11 be continuously and conspicuously displayed during all bingo 12 sessions conducted by participating organizations <-- 13 ASSOCIATIONS at the location PREMISES within view of all <-- 14 patrons purchasing progressive jackpot cards. 15 (2) All checks written to a charitable gaming 16 progressive jackpot account shall be reported as part of the 17 bingo reports when requested by the local district attorney's 18 office. 19 (3) The organization ASSOCIATION involved in the <-- 20 progressive jackpot may establish a maximum cap NOT TO EXCEED <-- 21 THE DAILY LIMIT UNDER SUBSECTION (G). Participating 22 organizations ASSOCIATIONS may, prior to the progressive <-- 23 jackpot being won, raise but may not lower the maximum 24 jackpot or cap. The following shall apply: 25 (i) In the event that the maximum progressive 26 jackpot or cap established is reached, the organizations <-- 27 ASSOCIATIONS may continue to make contributions to the <-- 28 charitable gaming progressive jackpot account in order to 29 accumulate a second or subsequent jackpot. Once the 30 maximum jackpot or cap is reached, the participating 20080H2204B3692 - 15 -
1 organizations ASSOCIATIONS shall not offer any subsequent <-- 2 progressive jackpot prize until the time that the first 3 progressive jackpot prize is won. 4 (ii) The dollar amount of the maximum jackpot or cap 5 as established by the organizations ASSOCIATIONS shall be <-- 6 continuously and conspicuously displayed with the current 7 dollar amount of the progressive jackpot. 8 (G) DAILY LIMIT AND INCREMENT.--NO MORE THAN $50,000 IN <-- 9 PRIZES SHALL BE AWARDED FROM A PROGRESSIVE JACKPOT IN ANY 10 CALENDAR DAY. NO ASSOCIATION MAY PARTICIPATE IN MORE THAN ONE 11 PROGRESSIVE JACKPOT IN A CALENDAR DAY. THE VALUE OF A 12 PROGRESSIVE JACKPOT MAY NOT BE INCREASED BY MORE THAN $10,000 A 13 DAY. 14 Section 4. Section 6 of the act, amended December 15, 1982 15 (P.L.1299, No.293), is amended to read: 16 Section 6. Revocation of licenses. 17 (a) Grounds.--The licensing authority shall revoke or refuse 18 to renew the license of any association whenever the district 19 attorney finds upon investigation that: 20 (1) Any of the funds derived from the operation of the 21 game of bingo are used for any purpose which does not support 22 the nonprofit purposes of the association. 23 (2) Any person under the age of 18 unaccompanied by an 24 adult is playing bingo as herein defined. 25 (3) The facility in which any game of bingo is played 26 does not have adequate means of ingress and egress or does 27 not have adequate sanitary facilities available in the area. 28 (4) [Greater compensation than is herein authorized has 29 been paid to or received by any person, or that a person or 30 persons other than those authorized in section 5 have been 20080H2204B3692 - 16 -
1 involved in managing, setting up, operating or running the
2 game.] (Reserved).
3 (5) The association conducts bingo using bingo equipment
4 which it does not own solely or jointly with another licensed
5 association or which it leases in violation of the statement
6 contained in its license application provided by section
7 5(d)(3).
8 (6) The association conducts bingo upon premises which
9 it does not own or with personal property it does not own and
10 is either:
11 (i) leasing such premises or personal property used
12 in the conduct of the game from the owner thereof under
13 an oral agreement;
14 (ii) leasing such premises or personal property from
15 the owner thereof under a written agreement at a rental
16 which is determined by either the amount of receipts
17 realized from the playing of bingo or the number of
18 people attending bingo games; or
19 (iii) leasing such premises or personal property
20 from a person who has been convicted of a felony or a
21 violation of this act.
22 (7) False or erroneous information was provided in the
23 original notarized application.
24 (8) An association has been convicted of a violation of
25 this act as evidenced by a certified record of the
26 conviction.
27 (b) Production of records.--The district attorney may
28 require the licensees to produce their books, accounts and
29 records relating to the conduct of bingo in order to determine
30 whether a license should be revoked or renewal thereof denied.

1 Licensees shall also be required to produce their license, 2 books, accounts and records relating to the conduct of bingo to 3 other law enforcement officials upon proper request. 4 (c) Possible revocation.--The licensing authority may revoke 5 the license of any association if he finds that the association 6 has knowingly employed any person in the operation of their 7 bingo game who has been convicted of a violation of this act. 8 Section 5.
