                                     AN ACT

     1  Amending Title 34 (Game) of the Pennsylvania Consolidated
     2     Statutes, providing for raffle for free lifetime combination
     3     hunting and furtaking licenses.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 34 of the Pennsylvania Consolidated
     7  Statutes is amended by adding a section to read:
     8  § 503.  Raffle for free lifetime license.
     9     (a)  General rule.--For a trial period of four years
    10  following the effective date of this section, the commission may
    11  hold a raffle four times each year, quarterly, to give away two
    12  free nontransferable lifetime combination hunting and furtaking
    13  licenses in each quarterly drawing, including, but not limited
    14  to, archery and muzzle-loading privileges.
    15     (b)  Cost.--The cost of a raffle ticket shall be:
    16         (1)  $6.50 for a resident licensee.
    17         (2)  $12.50 for a nonresident licensee.


     1     (c)  Sales.--Sellers of licenses permitted to be issued under
     2  this title may sell raffle tickets and may charge a processing
     3  fee of 50¢ in addition to the price of the ticket set forth in
     4  subsection (b).
     5     (d)  Revenues.--Raffle revenues shall be deposited in the
     6  Game Fund.
     7     (e)  Expiration of ticket.--A purchased raffle ticket shall
     8  be good for four consecutive drawings or until the ticket wins,
     9  whichever occurs first, and is eligible in each of the four
    10  quarterly drawings after it is purchased.
    11     (f)  Duty of commission.--The commission shall develop,
    12  implement and administer a system to provide tags, report cards
    13  and applications to those to whom lifetime combination hunting
    14  and furtaking licenses are issued under this section.
    15     (g)  Limitations.--
    16         (1)  A license issued under this section shall not
    17     include antlerless deer, bear or second spring turkey
    18     applications and tags.
    19         (2)  Only persons 18 years of age or older may purchase
    20     raffle tickets sold under this section. They may give
    21     purchased tickets to others as gifts, and in such case, the
    22     ticket holder becomes eligible to win.
    23     Section 2.  This act shall take effect in 60 days.
