           REPRESENTATIVES, AS AMENDED, OCTOBER 25, 2007

                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," further providing for the powers and
     6     duties of the State Board of Education.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 2603-B(a) of the act of March 10, 1949
    10  (P.L.30, No.14), known as the Public School Code of 1949, added
    11  March 30, 1988 (P.L.321, No.43), is amended to read:
    12     Section 2603-B.  Powers and Duties of the Board.--(a)  The
    13  board shall have the power, and its duty shall be, to review the
    14  statements of policy, standards, rules and regulations
    15  formulated by the Council of Basic Education and the Council of
    16  Higher Education, and adopt broad policies and principles, and
    17  establish standards governing the educational program of the
    18  Commonwealth. Standards under this subsection shall include the
    19  development of a program for teaching world languages throughout

     1  the elementary and secondary curricula. NOTHING IN THIS SECTION   <--
     2  SHALL BE CONSTRUED AS EITHER REQUIRING OR PRECLUDING THE
     3  ADOPTION, BY THE BOARD, OF WORLD LANGUAGE STANDARDS WHICH WOULD
     4  REQUIRE A DEMONSTRATION OF PROFICIENCY AS A GRADUATION
     5  REQUIREMENT OR PARTICIPATION OF ALL STUDENTS IN A WORLD LANGUAGE
     6  PROGRAM.
