                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, requiring compliance with Federal Selective Service
     3     requirements as part of application for learners' permits or
     4     drivers' licenses.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Title 75 of the Pennsylvania Consolidated
     8  Statutes is amended by adding a section to read:
     9  § 1521.  Compliance with Federal Selective Service requirements.
    10     (a)  General rule.--Any United States citizen or immigrant
    11  who applies for a learner's permit, identification card, or
    12  driver's license or a renewal of such permit, card or license
    13  and who is at least 18 years of age, but less than 26 years of
    14  age, must comply with the requirements of section 3 of the
    15  Military Selective Service Act (62 Stat. 604, 50 U.S.C. App. §
    16  451 et seq.).
    17     (b)  Effect of applicant's signature.--The applicant's
    18  signature on the application shall serve as an indication that

     1  the applicant either has already registered with the Selective
     2  Service System or consents to registration if required to
     3  consent.
     4     (c)  Notification to applicant.--The department shall place
     5  the following statement on the application:
     6         By signing this application you are consenting to
     7         registration with the Selective Service System, if
     8         required by Federal Law.
     9     (d)  Reporting of information.--
    10         (1)  The department shall forward to the Selective
    11     Service System the necessary personal information of the
    12     applicants required to comply with the Military Selective
    13     Service Act.
    14         (2)  Within 60 days of forwarding the information to the
    15     Selective Service System pursuant to paragraph (1), the
    16     department shall notify the applicant in writing that the
    17     information has been so forwarded. This paragraph shall not
    18     apply if the cost is not reimbursed as set forth under
    19     subsection (e).
    20     (e)  Costs.--The department shall obtain reimbursement of
    21  costs it incurs under this section from the Selective Service
    22  System.
    23     Section 2.  This act shall take effect in 120 days.
