AN ACT
1 Establishing the Plug-in Hybrid Task Force; and providing for
2 its powers and duties.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. Short title.
6 This act shall be known and may be cited as the Plug-in
7 Hybrid Task Force Act.
8 Section 2. Definitions.
9 The following words and phrases when used in this act shall
10 have the meanings given to them in this section unless the
11 context clearly indicates otherwise:
12 "Plug-in hybrid." A vehicle which meets the applicable
13 Federal motor vehicle safety standards with an internal
14 combustion engine which also allows power to be delivered to the
15 drive wheels by a battery-powered electric motor. The battery
16 must be able to be plugged into an outlet to recharge, and the
1 vehicle must have the ability to travel at least five miles
2 powered substantially by electricity or by other forms of power
3 other than an internal combustion engine.
4 "Task force." The Plug-in Hybrid Task Force established by
5 this act.
6 Section 3. Task force.
7 (a) Establishment.--The Plug-in Hybrid Task Force is
8 established as an advisory board.
9 (b) Composition.--The task force shall consist of members as
10 follows:
11 (1) The Secretary of Environmental Protection or a
12 designee.
13 (2) The Secretary of General Services or a designee.
14 (3) The Secretary of Revenue or a designee.
15 (4) The Secretary of Transportation or a designee.
16 (5) The chairman of the Pennsylvania Public Utility
17 Commission or a designee.
18 (6) One member appointed by each of the following:
19 (i) The President pro tempore of the Senate.
20 (ii) The Minority Leader of the Senate.
21 (iii) The Speaker of the House of Representatives.
22 (iv) The Minority Leader of the House of
23 Representatives.
24 (c) Chairperson.--The Governor shall designate one member
25 who shall serve as chairperson of the task force.
26 (d) Administration.--The Governor shall assign a department
27 or departments to provide administrative support and funding for
28 the task force.
29 Section 4. Duties.
30 The task force shall:

1 (1) Review existing laws, regulations, tariffs and
2 policies that relate to plug-in hybrids.
3 (2) Meet with representatives from the automotive,
4 battery, utility and energy industry, transportation and
5 fleet car managers, environmentalists, first responders and
6 other relevant parties.
7 (3) Seek and accept public comment on its effort and
8 recommendations.
9 (4) Examine and report on the following:
10 (i) How the use of plug-in hybrids would impact this
11 Commonwealth.
12 (ii) The options for maximizing the use of plug-in
13 hybrids by State agencies for affordable transportation.
14 (iii) Potential cost savings for State agencies as a
15 result of the use of plug-in hybrids.
16 (iv) Measures to undertake to accelerate the
17 adoption of plug-in hybrid technology.
18 (5) Transmit a copy of its findings within one year
19 after the effective date of this act to:
20 (i) The Governor.
21 (ii) The Secretary of the Senate.
22 (iii) The Chief Clerk of the House of
23 Representatives.
24 (iv) The prothonotary SECRETARY of the Pennsylvania <--
25 Public Utility Commission.
26 (6) Post its findings on a publicly accessible Internet
27 website.
28 Section 5. Construction.
29 The findings of the task force shall not be binding on any
30 department or other agency of the Commonwealth, but may serve as

1 the basis for further action by the Commonwealth.
2 Section 6. Effective date.
3 This act shall take effect immediately.
