        INTRODUCED BY CASORIO, DeWEESE, BELFANTI, BEYER, BUNT,
           CALTAGIRONE, CRAHALLA, CREIGHTON, CRUZ, FLAHERTY, FRANKEL,
           GOODMAN, HERSHEY, HESS, KOTIK, ROBERTS, SAINATO, SATHER,
           SIPTROTH, SOLOBAY, SONNEY AND YOUNGBLOOD, SEPTEMBER 14, 2006

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 14, 2006

                                  A RESOLUTION

     1  Urging the President and Congress of the United States to enact
     2     S. 1110 or H.R. 2567 of the 109th Congress relative to the
     3     addition of denatonium benzoate to antifreeze containing
     4     ethylene glycol.

     5     WHEREAS, Each year a number of adults intentionally ingest
     6  antifreeze to commit suicide; and
     7     WHEREAS, Each year a number of children are accidentally
     8  exposed to antifreeze left unattended or in open containers; and
     9     WHEREAS, Pets and other animals can die from ingesting
    10  antifreeze that has leaked, spilled or been left in improperly
    11  secured containers in a garage or driveway; and
    12     WHEREAS, The National Safety Council, the American Medical
    13  Association and the American Association of Poison Control
    14  Centers have noted that the addition of a nontoxic bittering
    15  agent can make antifreeze so unpalatable that adults, children
    16  and animals will reject these products upon tasting them,
    17  preventing injury and death; and


     1     WHEREAS, Legislation, in the form of S. 1110 and H.R. 2567,
     2  has been introduced in the 109th Congress to require the
     3  inclusion of denatonium benzoate at a minimum of 30 parts per
     4  million as a bittering agent to any engine coolant or antifreeze
     5  that contains more than 10% ethylene glycol; and
     6     WHEREAS, The Doris Day Animal League, the Humane Society of
     7  the United States, the American Veterinary Medical Association,
     8  the Society for Animal Protective Legislation, the Pet Food
     9  Institute, the United States Conference of Mayors, the Consumer
    10  Specialty Products Association and the retail antifreeze
    11  industry have endorsed the proposed legislation with the goal of
    12  protecting consumers and animals; and
    13     WHEREAS, The House of Representatives of the Commonwealth of
    14  Pennsylvania supports protecting the health and safety of
    15  adults, children and animals through the inclusion of a
    16  bittering agent in ethylene glycol-based antifreeze; therefore
    17  be it
    18     RESOLVED, That the House of Representatives of the
    19  Commonwealth of Pennsylvania urge the President and Congress of
    20  the United States to protect adults, children and animals by
    21  enacting legislation, S. 1110 or H.R. 2567, to require the
    22  addition of denatonium benzoate to antifreeze containing
    23  ethylene glycol; and be it further
    24     RESOLVED, That the House of Representatives urge the
    25  Pennsylvania Congressional Delegation to protect adults,
    26  children and animals by supporting enactment of this
    27  legislation; and be it further
    28     RESOLVED, That the House of Representatives urge the
    29  President of the United States to advance this legislation to
    30  protect adults, children and animals; and be it further

     1     RESOLVED, That copies of this resolution be transmitted to
     2  the President of the United States, to the presiding officers of
     3  each house of Congress and to each member of Congress from
     4  Pennsylvania.
