        INTRODUCED BY KIRKLAND, KILLION, JAMES, PRESTON, BISHOP,
           BLACKWELL, CRUZ, D. EVANS, MYERS, OLIVER, ROEBUCK, THOMAS,
           WATERS, WHEATLEY, WILLIAMS, YOUNGBLOOD AND PARKER,
           FEBRUARY 15, 2006

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           FEBRUARY 15, 2006

                                  A RESOLUTION

     1  Congratulating Cheyney University of Pennsylvania on its unique
     2     historical value to this Commonwealth as the only
     3     historically black college and university in the State System
     4     of Higher Education and designating the month of February
     5     2006 as "Cheyney University and Leslie Pinckney Hill Month"
     6     in Pennsylvania.

     7     WHEREAS, Cheyney University of Pennsylvania holds a singular
     8  place in our nation's history as America's oldest historically
     9  black institution of higher education; and
    10     WHEREAS, Cheyney University experienced significant growth
    11  during the leadership of Leslie Pinckney Hill, who was Cheyney's
    12  longest-serving president and who occupied that office from 1913
    13  to 1951; and
    14     WHEREAS, Leslie Pinckney Hill transformed the school from the
    15  Quaker-supported Institute for Colored Youth into the State-
    16  supported Cheyney State Teachers College; and
    17     WHEREAS, Leslie Pinckney Hill worked tirelessly to secure
    18  accreditation for Cheyney graduates to teach all children in all


     1  of Pennsylvania's schools; and
     2     WHEREAS, Leslie Pinckney Hill secured Cheyney's accreditation
     3  by the American Association of Teachers Colleges; and
     4     WHEREAS, Leslie Pinckney Hill was a visionary who made
     5  community service and outreach a hallmark of his presidency and
     6  established the West Chester Community Center and community
     7  musical and literary programs presented by Cheyney students; and
     8     WHEREAS, Leslie Pinckney Hill was an often-published poet,
     9  dramatist, essayist and lecturer whose works included "The Wings
    10  of Oppression," "The Teacher" and Cheyney's "Alma Mater"; and
    11     WHEREAS, Leslie Pinckney Hill's memory lives on through the
    12  Leslie Pinckney Hill Library and the Bond-Hill Scholarship Fund;
    13  therefore be it
    14     RESOLVED, That the House of Representatives commend and
    15  congratulate Cheyney University of Pennsylvania for its lasting
    16  contributions to the citizens of this Commonwealth, the United
    17  States and indeed the world and recognize and honor the legacy
    18  of Leslie Pinckney Hill by designating the month of February
    19  2006 as "Cheyney University and Leslie Pinckney Hill Month" in
    20  Pennsylvania; and be it further
    21     RESOLVED, That a copy of this resolution be transmitted to
    22  the Council of Trustees of Cheyney University of Pennsylvania,
    23  1837 University Circle, P.O. Box 200, Cheyney, PA 19319, and to
    24  the Board of Governors of the Pennsylvania State System of
    25  Higher Education, 2986 North Second Street, Harrisburg, PA
    26  17110.
