HOUSE RESOLUTION

No. 585 Session of 2006


        INTRODUCED BY MARSICO, ARGALL, BALDWIN, BEBKO-JONES, BOYD,
           CALTAGIRONE, CAPPELLI, CORNELL, CREIGHTON, DeWEESE,
           DiGIROLAMO, FRANKEL, GEIST, GINGRICH, GOODMAN, HARPER,
           HARRIS, HERMAN, HESS, JAMES, M. KELLER, MACKERETH, MARKOSEK,
           McILHINNEY, PETRONE, PHILLIPS, READSHAW, REICHLEY, RUBLEY,

        AS REPORTED FROM COMMITTEE ON HEALTH AND HUMAN SERVICES, HOUSE
           OF REPRESENTATIVES, AS AMENDED, MAY 2, 2006

                                  A RESOLUTION

     1  Directing the Bureau of Drug and Alcohol Programs of the
     2     Department of Health to establish a parent panel to study and
     3     address family and community access to alcohol and drug abuse
     4     and addiction treatment services.

     5     WHEREAS, One in four families in Pennsylvania is affected by
     6  untreated alcohol and drug addiction; and
     7     WHEREAS, In this Commonwealth 631,085 persons have been
     8  identified as having unmet treatment needs; and
     9     WHEREAS, Untreated alcohol and drug problems contribute to
    10  high dropout rates from school, teen suicide, unwanted teen
    11  pregnancy, teen alcohol and drug overdoses and juvenile crime;
    12  and
    13     WHEREAS, Treatment for alcohol and drug abuse and addiction
    14  is highly effective; and
    15     WHEREAS, Parents with children in crisis often have

     1  difficulty locating alcohol and drug abuse and addiction
     2  intervention and treatment services; and
     3     WHEREAS, Children are the future of our Commonwealth; and
     4     WHEREAS, It shall be the goal of the General Assembly to
     5  ensure that parents of children affected by alcohol and drug
     6  abuse are able to locate and access intervention and treatment
     7  services; therefore be it
     8     RESOLVED, That the House of Representatives direct the Bureau
     9  of Drug and Alcohol Programs of the Department of Health to
    10  establish a parent panel consisting of parents whose children
    11  have been affected by alcohol and drug abuse and addiction; and
    12  be it further
    13     RESOLVED, That the panel study access by families to
    14  information about alcohol and drug abuse and addiction
    15  intervention and treatment services and make recommendations, ON  <--
    16  A SCHEDULE TO BE DEVELOPED BY THE PARENT PANEL, to facilitate
    17  access to addiction treatment and intervention services in our
    18  communities; and be it further
    19     RESOLVED, THAT THE RECOMMENDATIONS DEVELOPED BY THE PARENT     <--
    20  PANEL BE DISTRIBUTED TO THE HEALTH AND HUMAN SERVICES COMMITTEE
    21  AND THE BUREAU OF DRUG AND ALCOHOL PROGRAMS ON A SCHEDULE TO BE
    22  DEVELOPED BY THE PARENT PANEL; AND BE IT FURTHER
    23     RESOLVED, That the Bureau of Drug and Alcohol Programs of the
    24  Department of Health provide staff and other support services to
    25  the panel; and be it further
    26     RESOLVED, That travel, lodging and other appropriate expenses
    27  be reimbursed by the Department of Health; and be it further
    28     RESOLVED, That panel members represent all regions of this
    29  Commonwealth; and be it further
    30     RESOLVED, That the panel convene in Harrisburg three times a

     1  year; and be it further
     2     RESOLVED, That a copy of this resolution be transmitted to
     3  the Bureau of Drug and Alcohol Programs of the Department of
     4  Health.
