A RESOLUTION 1 Urging the termination of the deployment of United States forces 2 in Iraq. 3 WHEREAS, The House of Representatives of the Commonwealth of 4 Pennsylvania and the American people have not been shown clear, 5 measurable progress toward establishing stable and improving 6 security in Iraq or a stable and improving economy in Iraq as 7 needed to promote the emergence of a democratic government; and 8 WHEREAS, Additional stabilization in Iraq by United States 9 military forces cannot be achieved without the deployment of 10 hundreds of thousands of additional United States troops, which 11 deployment cannot be achieved without a military draft; and 12 WHEREAS, The Congress of the United States has appropriated 13 more than $277 billion to prosecute United States military 14 action in Iraq and Afghanistan; and 15 WHEREAS, As of the drafting of this resolution, more than 16 2,000 United States troops have been killed in Operation Iraqi
1 Freedom; and 2 WHEREAS, United States forces have become the target of the 3 insurgency; and 4 WHEREAS, According to recent polls, more than 80% of the 5 Iraqi people want United States forces out of Iraq, and 45% of 6 the Iraqi people feel that the attacks on United States forces 7 are justified; and 8 WHEREAS, The House of Representatives of the Commonwealth of 9 Pennsylvania finds that continuing United States military action 10 in Iraq is not in the best interests of the United States, the 11 people of Iraq or the Persian Gulf region as cited in Public Law 12 107-243 authorizing military force against Iraq; therefore be it 13 RESOLVED, That the House of Representatives of the 14 Commonwealth of Pennsylvania urge that: 15 (1) Deployment of United States forces in Iraq be 16 terminated and the forces involved be redeployed at the 17 earliest practicable date. 18 (2) A quick-reaction United States force and an over- 19 the-horizon presence of United States Marines be deployed in 20 the region. 21 (3) The United States pursue security and stability in 22 Iraq through diplomacy; 23 and be it further 24 RESOLVED, That copies of this resolution be transmitted to 25 the presiding officers of each house of Congress and to each 26 member of Congress from Pennsylvania.
