        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 14, 2005

                                  A RESOLUTION

     1  Designating the month of April 2005 as "Minority Health Month"
     2     in Pennsylvania.

     3     WHEREAS, A noticeable health gap exists between majority and
     4  minority populations in the United States; and
     5     WHEREAS, In 1914 Booker T. Washington noticed this disparity
     6  and began the first "Health Improvement Week" to highlight these
     7  concerns; and
     8     WHEREAS, In 2000 the United States Surgeon General announced
     9  the goal of eliminating disparities in health access and
    10  outcomes experienced by racial and ethnic minorities and
    11  promoting improvements in six specific areas: infant mortality,
    12  cancer screening, cardiovascular disease, diabetes, HIV/AIDS and
    13  immunizations by 2010; and
    14     WHEREAS, Despite much progress in improving the health of our

     1  nation, life expectancy for the white population currently
     2  exceeds that for the black population by 5.7 years; and
     3     WHEREAS, Minority populations currently face substantial
     4  cultural, social and economic barriers to obtaining access to
     5  quality preventative health care and quality medical treatment;
     6  therefore be it
     7     RESOLVED, That the House of Representatives designate the
     8  month of April 2005 as "Minority Health Month" in Pennsylvania
     9  and support efforts to promote healthy lifestyles and reduce the
    10  health disparity between majority and minority populations.
