                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for slowing or stopping on signal from
     3     the driver or rider of a horse and for a penalty.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 75 of the Pennsylvania Consolidated
     7  Statutes is amended by adding a section to read:
     8  § 3315.  Slowing or stopping on signal from the driver or rider
     9             of a horse.
    10     (a)  General rule.--When approaching or passing a person
    11  riding or driving a horse, a person driving a vehicle shall
    12  reduce the vehicle's speed to a rate not exceeding 25 miles per
    13  hour and proceed with caution. At the request of or upon a
    14  signal by putting up the hand or otherwise from a person riding
    15  or driving a horse in the opposite direction, the vehicle driver
    16  shall cause the vehicle to stop and remain stationary as long as
    17  may be necessary to allow the horse to pass.
    18     (b)  Driver's manual.--The driver's manual shall include

     1  information explaining the requirements of subsection (a) and
     2  cautioning licensees on the need to exercise caution when
     3  operating a vehicle near horses.
     4     (c)  Penalty.--A person who violates subsection (a) commits a
     5  summary offense.
     6     (d)  Definition.--As used in this section, the term "horse"
     7  includes mules and all other domestic animals used as draught
     8  animals or beasts of burden.
     9     Section 2.  This act shall take effect in 60 days.
