AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, further providing for securing loads in vehicles by
3 permitting an exception for forage transportation from the
4 field to storage facilities.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby enacts as follows:
7 Section 1. Section 4903(e) of Title 75 of the Pennsylvania
8 Consolidated Statutes is amended to read:
9 § 4903. Securing loads in vehicles.

11 (e) Exceptions.--This section does not prohibit:
12 (1) the necessary spreading of any substance in highway
13 maintenance or construction operations; [or]
14 (2) the shedding or dropping of feathers or other matter
15 from vehicles hauling live or slaughtered birds or
16 animals[.]; or
17 (3) the falling, blowing or unintentional dropping of
1 LOOSE CHOPPED FRAGMENTS OR STRANDS OF plant materials from <--
2 vehicles hauling harvested forage crops from the field to
3 storage facilities.

5 Section 2. This act shall take effect in 60 days.
