        AS REPORTED FROM COMMITTEE ON VETERANS AFFAIRS AND EMERGENCY
           PREPAREDNESS, HOUSE OF REPRESENTATIVES, AS AMENDED,
           JUNE 27, 2006

                                     AN ACT

     1  Amending the act of June 24, 1931 (P.L.1206, No.331), entitled
     2     "An act concerning townships of the first class; amending,
     3     revising, consolidating, and changing the law relating
     4     thereto," providing for specific powers relating to emergency
     5     services.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 1502 of the act of June 24, 1931
     9  (P.L.1206, No.331), known as The First Class Township Code,
    10  reenacted and amended May 27, 1949 (P.L.1955, No.569), is
    11  amended by adding a clause to read:
    12     Section 1502.  The corporate power of a township of the first
    13  class shall be vested in the board of township commissioners.
    14  The board shall have power--

    16     LXXIX.  Emergency Services. The township shall be responsible


     1  for ensuring that police, fire and emergency medical services     <--
     2  are provided within the borough and shall TOWNSHIP AND SHALL      <--
     3  DETERMINE AND provide the appropriate financial and
     4  administrative assistance necessary for these services in order
     5  to protect the health, safety and welfare of its citizenry. THE   <--
     6  TOWNSHIP SHALL REQUIRE ANY EMERGENCY SERVICES ORGANIZATION
     7  RECEIVING TOWNSHIP FUNDS TO PROVIDE TO THE TOWNSHIP AN ANNUAL
     8  ITEMIZED LISTING OF ALL EXPENDITURES OF THESE FUNDS BEFORE THE
     9  TOWNSHIP MAY CONSIDER BUDGETING ADDITIONAL FUNDING TO THE
    10  ORGANIZATION.
    11     Section 2.  This act shall take effect in 60 days.
