                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for the prohibition against
     3     pedestrians soliciting rides or business on roadways and
     4     highways.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 3545 of Title 75 of the Pennsylvania
     8  Consolidated Statutes is amended to read:
     9  § 3545.  Pedestrians soliciting rides or business.
    10     No person shall:
    11         (1)  Stand on a roadway for the purpose of soliciting a
    12     ride.
    13         (2)  (i)  Stand on a roadway for the purpose of
    14         soliciting employment, business or contributions from the
    15         occupant of any vehicle.
    16             (ii)  This provision does not apply to a charitable
    17         organization registered under the act of December 19,
    18         1990 (P.L.1200, No.202), known as the Solicitation of


     1         Funds for Charitable Purposes Act, which has the approval
     2         of the political subdivision in which the solicitation
     3         takes place.
     4         (3)  Stand on or in proximity to a highway for the
     5     purpose of soliciting the watching or guarding of any vehicle
     6     while parked or about to be parked on a street or highway.
     7     Section 2.  This act shall take effect in 60 days.
