                                     AN ACT

     1  Providing for areas to commemorate POWs and MIAs at rest stops
     2     and welcome centers and for coordination and cost sharing
     3     with veterans' organizations.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  POW/MIA areas.
     7     The Department of Transportation shall set aside an area of
     8  at least one-quarter acre in size to commemorate POWs and MIAs
     9  at each of the rest stops on State highways and State-owned
    10  welcome centers. These areas shall continuously display the
    11  official POW/MIA flag from a lighted flagpole until all POWs and
    12  MIAs return or are accounted for.
    13  Section 2.  Markers.


     1     The Department of Transportation shall erect and maintain
     2  appropriate markers to designate the POW/MIA areas. The markers
     3  may consist of signs, plaques, statues or other commemorative
     4  objects.
     5  Section 3.  Coordination with veterans' organizations.
     6     The Department of Transportation shall coordinate with
     7  veterans' organizations throughout this Commonwealth to further
     8  develop memorials or other methods of recognition of POWs and
     9  MIAs for the designated areas.
    10  Section 4.  Cost sharing.
    11     The Department of Transportation may not erect and maintain
    12  any commemorative objects, other than signs, under this act
    13  unless the cost of such objects are shared between veterans'
    14  organizations and the Commonwealth. The department may negotiate
    15  and enter into agreements with veterans' organizations to
    16  satisfy the requirements of this section.
    17  Section 5.  Effective date.
    18     This act shall take effect in 60 days.
