AN ACT
1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
2 act relating to the public school system, including certain
3 provisions applicable as well to private and parochial
4 schools; amending, revising, consolidating and changing the
5 laws relating thereto," further providing for collective
6 bargaining agreements.
7 The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows:
9 Section 1. The act of March 10, 1949 (P.L.30, No.14), known
10 as the Public School Code of 1949, is amended by adding sections
11 to read:
12 Section 1153-A. Public Inspection of Proposed Agreements.--
13 The proposed written agreement under section 1151-A shall be
14 made available by a school entity for public inspection no fewer
15 than ten (10) days prior to the ratification vote by the
16 governing body of the school entity. Any written agreement
17 negotiated between a charter school board of directors and its
18 professional employes shall be made available by the charter
19 school for inspection by the public no less than ten (10) days
20 prior to ratification by the charter school's board of
1 directors. Any resident of this Commonwealth shall have the
2 right to take extracts or make copies of the proposed written
3 agreement and to make photographs or photostats of the same
4 while the proposed written agreement is in the possession,
5 custody and control of the school entity or charter school. The
6 school entity or charter school shall have the right to adopt
7 and enforce reasonable rules governing the making of the
8 extracts, copies, photographs or photostats.
9 Section 1154-A. Public Comments on Proposed Agreements.--In
10 accordance with 65 Pa.C.S. Ch. 7 (relating to open meetings),
11 the governing body of the school entity or charter school shall
12 provide a reasonable opportunity for public comment prior to the
13 ratification vote on the proposed written agreement.
14 Section 2. This act shall take effect immediately.
