        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MAY 11, 2004

                                  A RESOLUTION

     1  Recognizing the contributions of Pennsylvania's human service
     2     workers and designating the month of May 2004 as "Human
     3     Service Worker Month" in Pennsylvania.

     4     WHEREAS, Pennsylvania's human service workers, including case
     5  management aides, social work assistants, community support
     6  workers, mental health aides, community outreach workers, life
     7  skill counselors and gerontology aides, provide essential
     8  services in a variety of fields such as nursing, psychiatry,
     9  psychology, rehabilitative and physical therapy and social work;
    10  and
    11     WHEREAS, Human service workers provide direct and indirect
    12  client services by assessing clients' needs, establishing

     1  eligibility for benefits and services and helping clients to
     2  obtain them; and
     3     WHEREAS, Human service workers may perform other functions
     4  such as arranging transportation and escorts for clients;
     5  providing emotional support; monitoring and keeping case
     6  records; reporting progress to supervisors and case managers;
     7  transporting or accompanying clients to adult day-care centers,
     8  group meal sites or doctors' offices; telephoning or visiting
     9  clients' homes to verify that essential services are being
    10  received; helping to resolve disagreements, problems or
    11  disputes; assisting with the completion of applications and
    12  insurance or medical forms; or otherwise providing aid to
    13  clients with daily living needs; and
    14     WHEREAS, Human service workers play a variety of roles in
    15  communities, which may include organizing or leading group
    16  activities; assisting clients who are in need of counseling or
    17  crisis intervention; administering food banks or emergency fuel
    18  programs; reviewing clients' records to ascertain that they have
    19  been given and have taken correct medication; and talking with
    20  family members or conferring with medical personnel and other
    21  caregivers to gain insight into clients' backgrounds and needs;
    22  and
    23     WHEREAS, In halfway houses, group homes, government-supported
    24  housing programs, psychiatric hospitals, rehabilitation
    25  programs, outpatient clinics and other facilities, human service
    26  workers work with professional care providers to help clients
    27  master everyday skills and to teach them how to communicate more
    28  effectively and get along better with others; therefore be it
    29     RESOLVED, That the House of Representatives recognize the
    30  significant contribution made by human service workers to

     1  Pennsylvania's communities and to overall improvement in the
     2  quality of life of the citizens of this Commonwealth; and be it
     3  further
     4     RESOLVED, That the House of Representatives designate the
     5  month of May 2004 as "Human Service Worker Month" in
     6  Pennsylvania.
