        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 16, 2003

                                  A RESOLUTION

     1  Designating the month of October 2003 as "Fire Prevention Month"
     2     in Pennsylvania.

     3     WHEREAS, More than 3,000 fire deaths occur nationally every
     4  year, more than 80% of them in the home; and
     5     WHEREAS, Smoke and poisonous gases, the leading causes of
     6  fire deaths, often kill before flames kill; and
     7     WHEREAS, The fire services of this Commonwealth are dedicated
     8  to protecting life and property from the devastating effects of
     9  fire; and
    10     WHEREAS, Private citizens, businesses, schools, service clubs

     1  and other organizations often cooperate in fire safety and
     2  prevention efforts; and
     3     WHEREAS, Recognition of the value of combining technology and
     4  education to help reduce injuries and deaths from fire is
     5  critical; and
     6     WHEREAS, Smoke alarm technology is a proven lifesaver,
     7  cutting the risk of dying in a home fire nearly in half; and
     8     WHEREAS, A hasty escape from fire cuts the risk of dying even
     9  more; and
    10     WHEREAS, Working smoke alarms and a home fire escape plan and
    11  drills are essential for every household in this Commonwealth;
    12  and
    13     WHEREAS, Safe practices in the home can protect citizens as
    14  well as first responders; and
    15     WHEREAS, This year's theme, "When Fire Strikes: Get Out! Stay
    16  Out!", underscores the message that because fire can grow and
    17  spread so quickly, fire safety preparedness is absolutely
    18  essential; and
    19     WHEREAS, "Fire Prevention Month" commemorates the devastating
    20  Great Chicago Fire of 1871 and educates the public about the
    21  necessary steps to prevent fires; therefore be it
    22     RESOLVED, That the House of Representatives shall hereby
    23  designate the month of October 2003 as "Fire Prevention Month"
    24  in Pennsylvania and call upon the people of this Commonwealth to
    25  participate in fire prevention activities at home, work and
    26  school and follow fire safety precautions to prevent fires and
    27  avert fire-related deaths and injuries.
