        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 30, 2003

                                  A RESOLUTION

     1  Designating May 9, 2003, as "Child-Care Provider Appreciation
     2     Day" in Pennsylvania.

     3     WHEREAS, The Commonwealth of Pennsylvania promotes a range of
     4  early child-care options for parents of young children,
     5  including center-based and family child-care homes; and
     6     WHEREAS, With high-quality early childhood educational
     7  experiences, parents work with peace of mind while children
     8  prepare socially and academically for school; and
     9     WHEREAS, In the United States, approximately 13 million
    10  children under six years of age are involved in a child-care


     1  program on at least a part-time basis; and
     2     WHEREAS, In this Commonwealth, nearly 240,000 children under
     3  five years of age are involved in out-of-home child-care
     4  programs; and
     5     WHEREAS, Research demonstrates that children's early learning
     6  is greatly enhanced in the care of competent, educated and
     7  skilled child-care providers; and
     8     WHEREAS, Pennsylvania's child-care providers play a key role
     9  in the future of this Commonwealth and our nation; and
    10     WHEREAS, The Children's Task Force of Lycoming County and
    11  other organizations nationwide are recognizing the
    12  accomplishments of child-care providers on this day; therefore
    13  be it
    14     RESOLVED, That the House of Representatives designate May 9,
    15  2003, as "Child-Care Provider Appreciation Day" in Pennsylvania
    16  in recognition of the invaluable contributions of child-care
    17  providers in this Commonwealth and commend child-care providers
    18  for their dedication to children and families in this
    19  Commonwealth.
