           FAIRCHILD, GABIG, GEIST, GEORGE, GODSHALL, GRUCELA,
           HUTCHINSON, JAMES, KELLER, KOTIK, LAUGHLIN, LEH, LEWIS,
           PHILLIPS, PISTELLA, READSHAW, SAYLOR, SHANER, B. SMITH,
           THOMAS, TIGUE, WASHINGTON, WOJNAROSKI AND HARHAI,

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 16, 2003

                                  A RESOLUTION

     1  Supporting high school junior military training in cities of the
     2     first class.

     3     WHEREAS, In this time when our nation and this Commonwealth
     4  are under constant threat from the forces of terrorism and
     5  despotism, we must continue to feed the pipeline of leadership
     6  training with new, motivated and educated young men and women;
     7  and
     8     WHEREAS, Junior military training, such as the Junior Reserve
     9  Officer Training Corps (JROTC), prepares the leaders of tomorrow
    10  to enter this pipeline; and
    11     WHEREAS, Junior military training teaches history,
    12  government, technology awareness and current events; and
    13     WHEREAS, Junior military training teaches leadership skills,
    14  such as how to motivate others; and
    15     WHEREAS, Junior military training teaches personal skills,

     1  such as study techniques, test taking and job interviewing; and
     2     WHEREAS, Junior military training teaches awareness of the
     3  rights, responsibilities and privileges of citizenship; and
     4     WHEREAS, Junior military training develops a sense of
     5  personal responsibility; therefore be it
     6     RESOLVED, That the House of Representatives recognize the
     7  need to provide for our Commonwealth's future, common defense
     8  and general welfare; and be it further
     9     RESOLVED, That the House of Representatives support the role
    10  of high school junior military training in cities of the first
    11  class as a way of meeting these obligations.
