INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, APRIL 15, 2003
A RESOLUTION 1 Designating April 15, 2003, as "Equal Pay Day" in Pennsylvania. 2 WHEREAS, The amount of women entering the work force has been 3 on a steady increase over the past century, with 5.3 million 4 women in the work force in 1900 and more than 63 million women 5 working today; and 6 WHEREAS, In 2001 the United States Census Bureau reported 7 that the average woman earned 73¢ for every dollar earned by the 8 average man; and 9 WHEREAS, According to the Bureau of Labor Statistics of the 10 United States Department of Labor, in 2001 men's median weekly 11 earnings were $672 while women's median weekly earnings were 12 $511; and 13 WHEREAS, According to the National Committee on Pay Equity, 14 the median annual earnings of women were 73% of men's total 15 earnings; and 16 WHEREAS, The Constitution of Pennsylvania prohibits denial or
1 abridgment of equality of rights on the basis of sex; and 2 WHEREAS, The Fair Labor Standards Act of 1938 and Title VII 3 of the Civil Rights Act of 1964 prohibit pay discrimination for 4 men and women doing the same job; and 5 WHEREAS, The citizens of this Commonwealth must recognize the 6 benefits of equal pay for working men and women and the need for 7 closing the wage gap; therefore be it 8 RESOLVED, That the House of Representatives designate April 9 15, 2003, as "Equal Pay Day" in Pennsylvania and encourage all 10 residents to support and maintain pay equity throughout this 11 Commonwealth.
