        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 7, 2003

                                  A RESOLUTION

     1  Designating April 4, 2003, as "USS Estocin Day" in Pennsylvania.

     2     WHEREAS,  On January 10, 1981, the United States Navy
     3  commissioned the ninth ship of the Oliver Hazard Perry class
     4  guided missile frigates, the USS Estocin (FFG-15), in honor of
     5  Congressional Medal of Honor recipient, Captain Michael John
     6  Estocin, USN; and
     7     WHEREAS, From 1981 to 1986, the USS Estocin served as the
     8  test bed for the MK-92 Fire Control System improvement project;
     9  and
    10     WHEREAS, From 1986 to 1992, the USS Estocin became part of
    11  the Naval Reserve Force, Naval Surface Warfare Group Four,
    12  homeported at the Philadelphia Naval Shipyard as a weekend

     1  training vessel for Selected Reserve crew training, with
     2  periodic underway periods of two weeks' duration to enable
     3  reservists to complete their active duty training requirements;
     4  and
     5     WHEREAS, From 1992 to 1996, the USS Estocin had homeports in
     6  Newport, Rhode Island, and Norfolk, Virginia, and assisted in
     7  Maritime Interdiction and Counter Drug Operations in the
     8  Caribbean Sea and the eastern Pacific Ocean; and
     9     WHEREAS, From 1996 to 1999, the USS Estocin deployed for many
    10  operations, including Operation Northern Light-Bright Horizon
    11  96, Joint Task Force Exercise 97-1, Baltic Operations 97 and
    12  Caribbean Counter Drug Operations; and
    13     WHEREAS, The USS Estocin participated in the celebration of
    14  the 500th anniversary of the founding of Brazil in April 2000;
    15  and
    16     WHEREAS, The USS Estocin is continuing her service for our
    17  NATO ally and friend, the Republic of Turkey; therefore be it
    18     RESOLVED, That the House of Representatives designate April
    19  4, 2003, the day of her decommissioning, as "USS Estocin Day" in
    20  Pennsylvania.
