           DeWEESE, GEORGE, JOSEPHS, LAUGHLIN, MANDERINO, R. MILLER,
           MYERS, READSHAW, SOLOBAY, WALKO, WATERS, FRANKEL, BELFANTI,
           DALEY, FREEMAN, JAMES, KIRKLAND, LEVDANSKY, McILHATTAN,
           MUNDY, PRESTON, ROEBUCK, STURLA, WASHINGTON, YOUNGBLOOD AND
           THOMAS, MARCH 12, 2003

        AS REPORTED FROM COMMITTEE ON RULES, HOUSE OF REPRESENTATIVES,
           AS AMENDED, APRIL 30, 2003

                                  A RESOLUTION

     1  Establishing and directing a select committee of the House of
     2     Representatives to study and investigate the integration of
     3     human rights standards in Pennsylvania's laws and policies.

     4     WHEREAS, The Commonwealth has an interest in ensuring the
     5  well-being of its citizens; and
     6     WHEREAS, The Commonwealth has an interest in ensuring safe
     7  and healthy conditions for its children; and
     8     WHEREAS, Recognition of the inherent dignity of all people
     9  and the equal and inalienable rights of all people is the
    10  foundation of freedom, justice and peace in the world; and
    11     WHEREAS, Human rights derive from the inherent dignity of the
    12  individual; and
    13     WHEREAS, All citizens of this Commonwealth have the right to
    14  freely determine their political status and freely pursue their
    15  economic, social and cultural rights; and
    16     WHEREAS, The select committee of the House of Representatives

     1  created by House Resolution 473 of 2002 did not finish its work
     2  on this subject prior to the adjournment of the 2001-2002
     3  legislative session; therefore be it
     4     RESOLVED, That a select committee be composed of 13 members,
     5  seven of whom shall be appointed by the Speaker of the House of
     6  Representatives, one of whom shall be the chairperson, and six
     7  of whom shall be appointed by the Minority Leader of the House
     8  of Representatives, one of whom shall be the minority
     9  chairperson; and be it further
    10     RESOLVED, That the select committee shall hold hearings and
    11  may take testimony at such places as it deems necessary in this
    12  Commonwealth; and be it further
    13     RESOLVED, That the ordinary and reasonable expenses incurred   <--
    14  by the select committee, including contracting for specialized
    15  services, shall be paid from accounts under the control of the
    16  Chief Clerk; and be it further
    17     RESOLVED, That the select committee report its findings and
    18  recommendations no later than November 30, 2004, to the House of
    19  Representatives.
