        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 6, 2003

                                  A RESOLUTION

     1  Designating the month of March 2003 as "Child-care Provider
     2     Month" in Pennsylvania.

     3     WHEREAS, Nearly 300,000 Pennsylvania children are cared for
     4  in regulated, licensed care facilities throughout this
     5  Commonwealth; and
     6     WHEREAS, Sixty-one percent of children under the age of six
     7  have working parents; and
     8     WHEREAS, Seventy-eight percent of mothers with children ages
     9  six to thirteen are in the labor force; and
    10     WHEREAS, New brain research indicates that the early years of
    11  a child's life are an intense time of learning and have a
    12  tremendous impact on a child's future as a citizen, parent and
    13  worker; and

     1     WHEREAS, Children who receive quality child care do better in
     2  school and are more likely to become productive members of
     3  society, thus strengthening our community and our economy; and
     4     WHEREAS, Child-care workers must have a solid understanding
     5  of child development and health and safety precautions; and
     6     WHEREAS, Most importantly, child-care workers must have a
     7  strong desire to work with young children and meet their
     8  intellectual, physical and emotional needs; and
     9     WHEREAS, Child-care workers help to shape the way children
    10  think, learn and behave for the rest of their lives, and the
    11  quality of that care has a lasting impact on children's well-
    12  being and ability to learn; therefore be it
    13     RESOLVED, That the House of Representatives designate the
    14  month of March 2003 as "Child-care Provider Month" in
    15  Pennsylvania.
