     3 in State stores.

4 WHEREAS, Boycotts are an effective mechanism for economically
5 punishing politically irrational and offensive remarks,
     6 attitudes or behavior; and
7 WHEREAS, Since the mid-1960s, the French government has
8 engaged in a persistent pattern of anti-American rhetoric and
     9 behavior; and
10 WHEREAS, Philadelphia prosecutors had to overcome years of
11 French opposition to the extradition of the notorious convicted
    12 murderer Ira Einhorn; and
13 WHEREAS, The French have condemned the legal system in
14 Pennsylvania and the United States for prosecuting,

8 WHEREAS, It continues to confound Pennsylvanians, home of
9 many of the veterans who served in World War II and in Vietnam
10 and home of many active-duty servicemen and servicewomen today,
11 as to how the French government is able to take anti-American
12 positions time after time, most recently by refusing to vote in
13 the United Nations Security Council for resolutions condemning
14 Saddam Hussein's dictatorship and Iraqi refusal to comply with
15 United Nations directives and resolutions; therefore be it
16 RESOLVED, That the House of Representatives direct the
17 Pennsylvania Liquor Control Board to discontinue purchases of
18 French wines and prohibit sales of French wines in State stores.
