        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 4, 2003

                                  A RESOLUTION

     1  Designating March 16, 2003, as "Liberty Day" in Pennsylvania.

     2     WHEREAS, James Madison, referred to as the Father of the
     3  Constitution and elected as our nation's fourth president, was
     4  born on March 16, 1751; and
     5     WHEREAS, Since 1996 several states have observed March 16 as
     6  "Liberty Day" to develop students' awareness of their rights and
     7  responsibilities as citizens in accordance with the founding
     8  documents of our democracy; and
     9     WHEREAS, Booklets containing the Declaration of Independence
    10  and the Constitution of the United States are distributed in
    11  some states on March 16 as part of this observance; therefore be
    12  it

     1     RESOLVED, That the House of Representatives designate March
     2  16, 2003, as "Liberty Day" in Pennsylvania.
