AN ACT 1 Amending Title 27 (Environmental Resources) of the Pennsylvania 2 Consolidated Statutes, further providing for definitions and 3 for the Pennsylvania Infrastructure Investment Authority. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Section 6103 of Title 27 of the Pennsylvania 7 Consolidated Statutes is amended by adding definitions to read: 8 § 6103. Definitions. 9 The following words and phrases when used in this chapter 10 shall have the meanings given to them in this section unless the 11 context clearly indicates otherwise: 12 * * * 13 "Public water supply agency." A community water system as 14 defined by the act of May 1, 1984 (P.L.206, No.43), known as the 15 Pennsylvania Safe Drinking Water Act, or any person subject to
1 the act of June 24, 1939 (P.L.842, No.365), referred to as the 2 Water Rights Law. 3 * * * 4 "Security." An integrated system of activities, systems, 5 programs, equipment, personnel and policies designed in whole or 6 in part for the protection of classified information or matter, 7 sensitive information, critical infrastructure and personnel. 8 * * * 9 Section 2. Section 6105(d) of Title 27 is amended to read: 10 § 6105. Agencies. 11 * * * 12 (d) The authority.--The authority shall utilize money it 13 receives from the fund to provide financial assistance in the 14 form of grants and matching grants for storm water, water and 15 sewer infrastructure projects, including construction or 16 rehabilitation of collection and conveyance systems[.], and 17 loans to a public water supply agency serving a population of 18 less than 50,000 for the costs associated with security. The 19 authority shall develop criteria to be used to award grants and 20 loans under this subsection. The criteria and proposed changes 21 thereto shall be submitted to the Environmental Resources and 22 Energy Committee of the Senate and the Environmental Resources 23 and Energy Committee of the House of Representatives for review 24 and comment. The committees shall have 60 days to submit 25 comments to the authority. Criteria shall be reviewed by the 26 authority and the committees at least once every three years. 27 * * * 28 Section 3.
