A RESOLUTION
1 Informing the National Science Foundation of the support of the
2 Senate of Pennsylvania for the Basic Education/Higher
3 Education Science and Technology Partnership currently
4 serving the Commonwealth and urging funding for this effort
5 through the foundation's Math and Science Partnership.
6 WHEREAS, The Basic Education/Higher Education Science and
7 Technology Partnership has launched programs across the
8 Commonwealth of Pennsylvania and serves students in our poorest
9 urban and rural areas and areas with the highest minority
10 enrollments; and
11 WHEREAS, The partnership has through 15 years of experience
12 demonstrated the ability to increase student learning in the
13 sciences at rates above those for nonparticipating students; and
14 WHEREAS, This program is comprehensive, tying together state-
15 of-the-art resources, professional development and curriculum
16 development; and
17 WHEREAS, This program is critical to students meeting the new
1 math and science standards enacted by the Commonwealth of
2 Pennsylvania; and
3 WHEREAS, The Subcommittee on School Finance of the Senate of <--
4 Pennsylvania has singled out this program as being
5 WHEREAS, THIS PROGRAM IS a cost-effective way to provide <--
6 resources for schools and to address disparities in educational
7 programs available in smaller schools; and
8 WHEREAS, The Keystone Commission on Education for Employment
9 in the 21st Century commended this partnership as being critical
10 to workforce development because of its use of advanced
11 instrumentation in the classroom; and
12 WHEREAS, The Commonwealth of Pennsylvania has already
13 committed financial resources and support for the pilot Math and
14 Science Partnership; and
15 WHEREAS, Pennsylvania has more than 150 colleges and
16 universities, providing ample sites for a future comprehensive
17 Math and Science Partnership; therefore be it
18 RESOLVED, That the Senate of Pennsylvania urge the National
19 Science Foundation to support the Basic Education/Higher
20 Education Science and Technology Partnership through the
21 foundation's Math and Science Partnership.
